지연구 이진권 2021-01-18T16:40:07Z 2021-01-18T16:40:07Z 2020-12-30 RE43-4-01 http://repository.krei.re.kr/handle/2018.oak/25781 본 연구에서는 현재 시범사업 중인 가축질병치료보험에 대한 지불의사액을 조건부가치평가법(Contingent Valuation Method: CVM)을 통해 추정함으로써 가축질병치료보험이 성공적으로 정착되기 위한 방안을 제시하고자 한다. 현재의 낮은 가축질병치료보험 가입율의 원인으로 높은 보험료가 거론된 반면, 본 연구의 결과는 미가입 대규모 축산 농가를 제외한 대부분의 농가의 가축질병치료보험 지불의사액이 보험료보다 높은 것으로 나타나 최소한 중소규모 축산 농가의 낮은 가입률에 있어서는 그 주요 원인이 보험료에 있는 것은 아닌 것으로 파악되었으며, 전반적으로 대규모 농가의 지불의사액이 중소규모 농가에 비해 낮은 것으로 나타났다. 또한 예측대로 지불의사액은 재가입농가, 신규가입농가, 미가입농가의 순으로 높게 나타났다. 이러한 본 연구의 결과는 당 보험의 성공적 정착을 위해 중소 축산농가에 대해서는 가축질병치료보험에 대한 적극적 홍보를 중심으로 한 정책이, 대규모 축산농가에 대해서는 축산 농가의 보험료 부담을 절감해 줄 수 있는 방향으로의 세부 정책이 필요함을 보여준다. This study estimates Korean livestock owners’ willingness to pay (WTP) for livestock disease insurance using the contingent valuation method (CVM). According to the results, livestock owners who bought first or second had higher WTP than the insurance premium they had to pay, and small livestock farmers who did not purchase insurance were also willing to pay more than the insurance premium. However, big livestock farmers who did not buy the insurance had lower WTP than the insurance premium. These results imply that policymakers should endeavor to advertise the economic advantages of livestock disease insurance to encourage small livestock farmers to buy insurance coverage for their livestock.
