최은지 박종훈 김찬성 이성우 2021-01-18T16:40:09Z 2021-01-18T16:40:09Z 2020-12-30 RE43-4-05 http://repository.krei.re.kr/handle/2018.oak/25785 교통 SOC는 농산업의 생산과 유통 전반에서 중요한 역할을 수행한다. 따라서 교통 SOC의 확충은 개별 농가와 지역 농업소득 증대에도 긍정적인 효과를 미칠 것으로 기대되어 왔다. 하지만 이러한 예측에 대한 실증 분석 결과는 국내외를 막론하고 찾아보기 힘든 형편이다. 이러한 배경에서 본 연구는 우리나라의 교통 SOC 투자가 농업생산성에 미치는 영향을 분석하는데 그 목적이 있다. 본 연구는 공간패널모형을 적용하여 2010-2016년 기간에 걸쳐 도로 및 철도 접근성의 변화가 농업부문 생산성에 미치는 영향을 분석한다. 분석 결과, 도로와 철도 모두에서 교통접근성이 높은 지역일수록 지역 자체에서의 농업 생산성 증대에는 부(-)의 효과가 있는 것으로 드러났다. 이는 교통 SOC의 확충은 해당 지역에서의 농업 활동을 위한 교통접근성 개선과는 무관하거나 오히려 저해한다는 것을 나타낸다. 본 연구는 산업으로서의 농업 그리고 공간으로서의 농촌의 특이성에 대한 고려 없이 현재와 같은 교통인프라 정책이 지속될 경우 우리나라의 산업 및 지역 간 격차는 더욱 심화될 수 있음을 시사한다. A critical role of the transportation infrastructure in agricultural productivity has been widely recognized. Despite the widespread recognition and acceptance that such a relationship exists, empirical studies testing this hypothesis in the agricultural sector is rare both in Korea and abroad. With a focus on the transportation accessibility conditions among regions, this study intends to examine the effect of transportation infrastructure on agricultural productivity. Using panel data on 152 local autonomies throughout 2010-2016, the study employs spatial panel models that best fit our data’s spatial structure. The key findings of the study are that while both road and railway accessibility indices are negatively associated with agricultural productivity, the increase in railway accessibility in modal regions is closely related to the efficiency gains of neighboring areas concerning agricultural productivity.
