전형진 김영훈 최용호 홍초운 이슬아 한석호 2021-02-26T16:40:01Z 2021-02-26T16:40:01Z 2020-12-30 979-11-6149-456-2 R925 https://repository.krei.re.kr/handle/2018.oak/26045 우리 정부는 그동안 경제적으로 남북이 공동체를 형성하는 남북 경제통합에 대한 구상을 여러 차례 밝혀왔다. 문재인 정부도 국정과제의 하나로 ‘한반도 신경제지도 구상 및 경제통일 구현’을 제시하고 있다. 특히 독일 통일의 경험을 통해 통일 비용을 최소화하기 위해서는 점진적인 경제통합이 선행되어야 한다는 데 공감대가 형성되면서 남북 경제통합에 대한 논의가 활발하게 전개되고 있다. 남북 경제통합 논의가 활발한 가운데 경제의 한 축을 담당하고 있는 농업 부문에서도 준비가 필요하다. 이 연구는 이러한 연구 수요에 따라 남북 경제통합 논의를 농업 부문과 연계하는 첫 시도이다. 남북이 경제협력을 확대하면서 점진적으로 경제통합을 추진하는 상황을 전제로 농업 부문에서 예상되는 과제를 파악하고 해결 방안을 모색해 궁극적으로 한반도 농업통합의 중장기 로드맵을 제시하는 것이 목적이다. 남북이 현 상황에서 출발해 통합을 추진하는 단계에 이르기까지는 장기의 시간이 필요하고 통합의 단계별로 점검해야 할 과제들도 상이하다는 점에서 5개년에 걸친 장기 과제로 기획하였다. 올해 수행한 1년차 연구는 전체 연구의 총론 부분에 해당한다. 향후 2~5년차 연구의 토대를 구축하는 차원에서 남북 경제통합 시나리오와 이 시나리오에 상응하는 농업통합 시나리오를 설정하고, 시나리오에 따른 농업 부문의 통합 추진 방향과 통합 단계별 통합 과제를 제시하고자 노력하였다. Background and Purpose The ultimate purpose of this study, planned as a five-year research project, is a long-term roadmap for agricultural integration on the Korean peninsula based on the situation in which North and South Korea are promoting economic integration. First, the first-year research corresponds to the general topic of the entire five-year study. The primary purpose of the study is to establish the economic integration scenario of North and South Korea, which is the upper concept of agricultural integration, and the agricultural integration scenario corresponding to this scenario, and to present the direction of the integration of the agricultural sector according to the scenario and the integration task for each step. Next, the 2~4 year research corresponds to the topic of a specialized study. The main purpose is to more concretely set the situation at each stage of integration according to the South-North Korean agricultural integration scenario set in the first year and present a plan for implementing the agricultural sector integration project presented at each stage. The fifth-year research’s purpose is to present a long-term roadmap for the integration of the agricultural sector on the Korean peninsula by synthesizing the results of research from the first to fourth years. Research Methodology We reviewed prior literature and analyzed research papers commissioned for this study. Commissioned studies were about the prior economic integration cases (the E.U., the E.U.-Middle Eastern Europe, the Reunified Germany) and economic system implementation cases (Vietnam and Hungary), changes in the legal system in North Korea's agricultural sector, and marketization. In addition, a commissioned study was conducted to analyze the economic effects of agricultural integration between the two Koreas, which is the first attempt in this study. Next, a survey on expert was also used as an important research method. It is divided into three groups: experts on North Korean economy, experts on North Korean agriculture, and South Korean agricultural experts. Opinions were collected on the scenario of inter-Korean economic integration, the scenario of implementing the North Korean economic system, the scenario of inter-Korean agricultural integration and its issues, the direction to promote inter-Korean agricultural integration, and the tasks for each step.
