김상효 이계임 홍연아 문동현 허성윤 이욱직 신성용 2021-02-26T16:40:03Z 2021-02-26T16:40:03Z 2020-12-30 979-11-6149-450-0 R922 https://repository.krei.re.kr/handle/2018.oak/26049 식품산업은 영세업체 비율이 높고, 이들의 영업이익률과 시장협상력이 상대적으로 낮다. 또한 임금 수준의 상대적 저위로 인해 일자리 수급도 불안정하다. 이러한 특징들과 더불어 식품산업과 농업과의 높은 연계성을 고려할 때 타 산업에 비해 포용성장 개념을 검토하고 적용할 필요성이 크다. 식품산업 내 불평등 혹은 격차가 확산되고 있는 양상은 식품산업의 포용성장에 저해 요인으로 작용할 수 있어, 식품산업의 규모별 생산성, 경영/일자리 이슈 및 다양한 격차를 포용성장의 관점에서 검토함으로써 사회 전체의 포용성 강화에 기여할 수 있도록 대응과제를 도출할 필요가 있다. 한편, 우리 사회 전체, 경제, 환경, 소비자의 건강 등 다양한 측면에서 식품산업은 ‘지속가능성’을 추구해야 하며, 식품정책은 미래 지향적으로 이를 지지해야 할 것이다. 경영/일자리 및 사회적 책임 이행, 식품 폐기와 환경, 소비자의 건강 등 다양한 관점에서 식품산업은 ‘지속가능성’이라는 가치와 맞닿아 있기 때문이다. 이 연구는 ‘포용성장과 지속가능성을 지향하는 식품정책’의 미래 지향적 대응과제를 도출할 목적으로 추진되었다. 대응과제를 도출함에 있어서 식품산업의 건전한 성장을 견인하고, 사회 전체의 포용성장 선순환체계 확립에 기여하며, 경제적으로 취약한 식품 소비자의 식생활 기본권을 보장하고, 식품산업의 사회적 책임 이행을 강화하며, 식품산업의 지속가능한 경영환경 확립 등의 가치를 추구하였다. 구체적으로 이 연구에서는 포용성장과 지속가능성의 핵심 키워드인 ‘안정성장’, ‘공정 기회’, ‘공평 분배’, ‘미래 지향’, ‘환경/순환 중시’의 관점에서 핵심 토픽별로 현황을 검토하고 대응과제를 도출하였다. 검토한 5대 핵심 토픽은 중소식품제조업체 경쟁력 강화, 식품제조업 일자리 문제, 식품제조업과 농업의 연계 제고, 식품제조업의 지속적 성장 개척, 마지막으로 식품제조업의 사회적 책임 강화이며, 각 토픽별로 ‘포용성장과 지속가능성’을 제고하기 위한 대응과제를 도출하였다. Background and Purpose There are high needs of review and application in the areas of food policy and industry for the following problems: ① high proportion of small businesses in the food industry, ② low operating margins and bargaining power of small businesses, ③ high level of food insecurity for the economically disadvantaged, and ④ high rate of business conversion or closure in the food service industry, and ⑤ the concept of inclusive growth compared to other industries in terms of high linkage with agriculture. The spread of inequality or gap in the food industry may hinder the inclusive growth of the food industry; it is necessary to examine productivity and management issues by size and various gaps in the food industry from the perspective of inclusive growth to drive inclusive growth. The food industry should pursue ‘sustainability’ in various aspects―our society, the economy, the environment, and the health of consumers, and food policies should support it in a future-oriented manner. Specifically, the food industry needs to establish a sustainable production/service system to provide safe food at a stable price to consumers, and food consumption and diet-related food policies need to be designed and implemented to contribute to the sustainability of the environment/social as well as consumer health and nutrition. Nowadays, sustainability is one of the main agendas in politics; food policy should also pursue it. The purpose of this study was to derive ‘food policies oriented toward inclusive growth and sustainability’. In deriving policies, the study intends to ① lead the healthy growth of the food industry, ② contribute to the establishment of a virtuous cycle for inclusive growth throughout society, ③ contribute to guaranteeing the basic right of food for economically vulnerable food consumers, ④ strengthen social responsibility of the food industry, ⑤ pursue values such as establishing a sustainable business environment for the food industry. Research Methodology This study conducted literature research, big data analysis for the derivation of topics, interviews and advisory meetings with policy managers to identify actual conditions or problems by topic, focus group interviews, surveys targeting experts, food manufacturers, consumers, and university students majoring food-related studies. The study covered a wide range of topics and conducted collaborative research with subject-specific experts. The third chapter was conducted with Dr. Jung Soo-jung of Korea Small Business Institute, while the sixth chapter was conducted with Lee Ju-ryang of the Science and Technology Policy Institute, Dr. Lim So-young of Korea Institute for Industrial Economics and Trade, and Dr. Kim Ji-hyun of the Science and Technology Policy Institute.
