허장 이현미 2021-03-15T16:40:03Z 2021-03-15T16:40:03Z 2020-12-30 979-11-6149-440-1 R918-3 https://repository.krei.re.kr/handle/2018.oak/26122 우리나라에서 지리적으로 가장 가까운 개도국이자 동남아 국가연합(Association of South East Asian Nations: ASEAN) 소속 국가인 필리핀은 국가경제에서 차지하는 농업의 비중이 점차 감소하는 가운데 2018년에는 GDP(Gross Domestic Product)의 9.7%가 이 부문에서 생산한 금액이다. 그럼에도 불구하고 전체 인구의 53%가 농촌에 거주하고 있고, 농업은 취업자의 25.1%를 고용하는 매우 중요한 산업으로 존재한다. 우리나라는 필리핀에 대하여 여러 분야에 걸쳐 많은 원조를 시행해 왔고 여전히 전체 ODA(Official Development Assistance)에서 수원 규모로 상위권에 속하고 있다. 특히 신남방정책을 통해 필리핀을 포함한 ASEAN 국가와의 협력관계를 더욱 제고하고자 노력하고 있다. 이러한 점에서 필리핀에서 가장 중요한 직업으로서의 농업, 인구의 절대 다수가 거주하는 농촌의 발전을 위해 개발협력 전략을 수립하고 중점 협력분야를 선정하는 것은 매우 중요한 과제이다. 이 연구는 필리핀의 경제와 사회에서 매우 중요한 위치를 차지하고 있는 농업과 농촌의 현황, 이 부문과 관련한 필리핀의 개발 전략 등을 분석하고자 한다. 이를 통해 필리핀에 대한 우리나라의 농업분야 개발협력 전략을 수립하고자 한다. Background and Purpose ○The Philippines is geographically near to Korea among ASEAN members. Although the agricultural sector takes 9.7% of the gross domestic product as of 2018, rural areas are home to 53% of the population, and take 25.1% of the sector’s entire employment. ○Korea has offered the nation substantial ODA supports. The “New Southern Policy,” declared in 2017, has accelerated the bilateral relations. Against this backdrop, it is crucial to establish a cooperation framework and select vital areas for successful assistance to the Philippines for agricultural and rural development. ○This research intends to analyze the Philippines’ agriculture and rural areas and review its development strategies to make policy suggestions to the Korean government for its collaboration with the Philippines. Research Methodology ○For the research, we explored international and local literature, statistics, and databases. Amid the COVID-19 situation, undertaking field surveys was impossible. Instead, we gained advice and information from the experts of the Philippine Science Foundation for Rice Research and Industry. We interviewed 28 international and local professionals to identify each phase’s significance in the Philippines’ agricultural value chains. We also used the analytic hierarchy process (AHP) to analyze the data we collected. Key Findings ○The Philippines produces rice, sugarcane, coconut, banana, maize, and pineapple. It had 19 million tons of rice on 4.8 million hectares in 2018. Although it is the 8th largest rice producer, it is the biggest rice importer simultaneously. Its entire farmland was 5.59 million hectares in 2016. The rural population was 56.62 million. And 10 million people worked for the agricultural sector in 2018.
