이효정 최정만 2021-03-15T16:40:05Z 2021-03-15T16:40:05Z 2020-12-30 979-11-6149-442-5 R918-5 https://repository.krei.re.kr/handle/2018.oak/26124 농업은 지속가능발전목표(Sustainable Development Goals: SDGs) 중 SDG 2에서 목표로 하는 ‘식량안보의 확보와 영양개선, 지속가능한 농업’, SDG 15의 ‘육상생태계의 보호, 복원 및 지속가능한 방식의 이용 증진, 사막화 방지, 토양 유실 및 생물다양성 손실 방지’ 등과 직접 연관이 있으며, SDG 12의 ‘지속가능한 생산과 소비’ 의 세부 목표 중 세 번째(12.3)인 ‘식량 손실과 낭비 저감’의 달성에도 기여하는 분야이다. 개발도상국은 국가 경제에서 농림업이 차지하는 비중이 클 뿐만 아니라, 농촌 지역에 거주하는 인구 비중이 선진국에 비해 높은 편이어서 농촌 지역의 생활환경 개선을 통한 주민의 삶의 질 개선은 SDGs가 목표로 하는 보편적 행복 추구에 맞닿아 있다. SDGs가 목표로 하는 ‘누구도 소외받지 않는 사회’를 만들기 위해 경제적ㆍ사회적으로 취약한 계층인 농촌 지역의 빈곤 계층을 위한 노력이 필요하다. 또한 농림업 분야의 가치사슬은 농촌 지역과 도시, 지역과 지역, 국내와 해외, 선진국과 개발도상국에 걸쳐 복잡하게 연결되어 있으며, 특히 2020년에는 COVID-19 팬데믹 상황에서는 국경간 봉쇄, 국내 이동 금지 등 물리적 연결 고리가 단절됨으로 인해 식량안보의 위기를 직접적으로 목도하기도 했다. 본 연구는 첫째, 르완다의 농업 가치사슬 단계별 현황과 문제점 분석을 분석하고, 둘째, 르완다의 농업 분야 주요 추진 정책과 문제점 해결을 위한 국제사회의 지원 현황을 분석하여, 셋째, 양 국가간의 정책적합성을 고려하고 우리나라가 비교우위를 가진 분야와 접점을 찾아 중장기적으로 르완다에 대한 우리나라의 지원 전략을 수립하는 것을 목적으로 한다. Background and Purpose ○Agriculture contributes to Goal 2 (End hunger, achieve food security and improved nutrition and promote sustainable agriculture), Goal 15 (Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reserve land degradation and halt biodiversity loss), and Target 12.3 (Reduction in food loss and waste) in Goal 12 (Ensure sustainable consumption and production patterns) among Sustainable Development Goals. -Agriculture plays a significant role in developing nations’ economies. The improvement of rural livelihoods related to universal pursuits of happiness as the population in developing countries heavily relies on rural areas relatively higher than developed countries. In order to realize the goal of “No one left behind,” SDGs is aimed at, there should be actions for the poor in rural areas most vulnerable to social and economic matters. Moreover, the value chain in the agriculture and forestry sector is intricately connected to regions, countries, developing and developed countries. It has been shown that the severance in the global value chain has brought about the physical disconnection, such as border closures and domestic lockdown. ○This study aims to establish a driving procurement strategy of the Republic of Korea for Rwanda in the mid-to-long-term by firstly analyzing the current status and issues of each phase of agricultural value chain in Rwanda; secondly, analyze the ODA flow of international community for resolving issues and agricultural development policies of Rwanda; thirdly identify sub-sectors which Korea has comparative advantage considering the relevance of policy between Korea and Rwanda. Research Methodology ○The study reviews strategies and ODA flows of the international community for Rwanda and conducts literature reviews on Rwandan national development strategies and agricultural development strategies. The study also identifies agricultural sub-sectors with comparative advantages and intersectional parts with the Korean ODA model. Moreover, AHP analysis is conducted to rank the priority areas of the phases of the agricultural value chain in Rwanda through an online survey that has 28 responses from the experts in Rwandan agriculture. Due to COVID-19, the field survey was not feasible. Thus, KREI conducts joint research with Global Green Growth Institute (GGGI), an international organization, in the rice sector, continuously increasing demand in coffee and the cash crops in Rwanda, in order to draw implications on the value chains.
