김남훈 조승연 하혜지 2021-04-16T16:40:01Z 2021-04-16T16:40:01Z 2021-03-30 RE44-1-03 https://repository.krei.re.kr/handle/2018.oak/26304 농촌 주민이 주도하는 지역사회 돌봄 체계가 기존의 농촌 노인 돌봄 체계의 한계점을 극복할 대안으로 떠오르고 있지만 주민의 지역사회 돌봄 참여 관련 요인과 돌봄 제공에 따른 보상 방안을 면밀하게 다룬 연구는 이제까지 거의 없었다. 본 연구에서는 한국농촌경제연구원 (KREI) 현지통신원 586명을 대상으로 한 설문조사 자료와 (순위형) 로지스틱 및 구간 회귀 분석 모형을 이용하여 농촌 주민의 지역사회 돌봄 참여 관련 요인을 분석하고, 돌봄 제공에 따른 보상액인 수용의사금액을 추정하였다. 분석 결과, 설문 응답자 중 60%가 노인 돌봄 참여 의사를 표시하였고 이에 대한 보상 금액은 5,000원 정도로 추정되었다. 경제적인 어려움을 겪는 응답자가 그렇지 않은 응답자보다, 전업농에 비해 겸업농의 돌봄 참여 확률이 높게 나타났다. 여성이거나 연령이 낮은 응답자가 상대적으로 높은 수준의 보상액을 요구하였는데 이는 돌봄 참여에 따른 높은 기회비용과 관련이 있다. 지역사회 돌봄 참여 확대를 목적으로 지역사회와 정부가 협력하여 충분한 수준의 보상액이 제공되는 비상근(非常勤) 또는 시간제 돌봄 체계 구축이 필요하다. Community care led by rural residents is emerging as an alternative to overcome the flawed care system for the elderly in rural areas. However, no paper has studied whether rural residents would participate in providing care for the rural elderly. In this study, we investigate whether rural residents are willing to provide community care to the elderly who need care and evaluate the amount of the willingness to accept it. For this purpose, we conducted empirical analyses by using (ordered) logistic and interval regressions with the survey of 586 farmers living in rural areas. The result shows that 60% of respondents were willing to provide care to the elderly and the amount of the willingness to accept (WTA) for providing care was around 5,000 won. It also shows that residents who had economic difficulties or needed non-agricultural income tended to participate in care. Female and younger residents also expressed a higher amount of WTA　because they could work with higher wages in other jobs.
