Background and Purpose ○As the decentralization of government progressed, local governments have had expanded their authority and responsibility. It requests the implementation of agriculture policy to be adjusted to the regional characteristics. In that respect, it is necessary to make reasonable policy decisions based on data. This research analyzes the utilization of the statistics and information systems that local governments use for the agriculture development plan and the management of grant administration. The purpose of this study is to draw the improvement point of the current information support systems of agriculture policies and grant programs for the advancement of agricultural and rural policies. Research Methodology ○ To analyze the utilization of the statistics of the agricultural sector, we reviewed prior literature and conducted a survey for local officials, and studied cases to analyze the grant management information system, built and employed by local governments. helped by external specialists, this research analyzed the current conditions and problems of the use of administrative information databases related to farmland and management information system databases. With regional experts in the U.K. and U.S., we investigated their agricultural information support system. At the conceptual design part, we presented a plan for the integration of agricultural statistics and information support system. Lastly, there is an index analysis for some of the agricultural statistics that respond which are responded to be necessary but difficult to access by the local government officials in our survey. Key Findings ○This study on the plan for a developed information support system for agricultural policies suggested the basic design and planning to alleviate the problems that appeared in the real condition analysis of information support systems for agricultural policies. The actual condition analysis covered the application condition of the utilization of statistics on the agricultural and rural development plan, the actual condition of the information system for grant management, and the utilization condition of the farm manager database and the administrative system for agricultural land. In addition, the result of the survey shows difficulties in the usage of statistics and information systems for agriculture and agricultural policies. ○The basic directions for the improvement of agricultural statistics and information support systems are as follows. First, in terms of the policy, the agricultural information support systems should be maintained to establish agricultural and rural development plans objectively and rationally. Second, in terms of technology, it is necessary to check and overhaul the current information support systems in the views of systematization, standardization, and efficiency. Third, in terms of economic and social aspects, information support systems for agriculture should be upgraded for local officials in the agricultural sector to make policies depending on their exterior conditions. Fourth, it is necessary to establish a statutory platform by reorganizing related law and systems. ○For the purpose of improving the information support system related to farmland, farmland-related information should be systematized and an on-site inspection system should be maintained. Concerning the farm manager database, the improvement of the accuracy, open data service, the expansion of utilization services, and the actualization of registration information are suggested. For the maintenance plan of the grant management system, the integrated management methods are suggested for the systems for national grant programs and local subsidy programs, as the central government gives positive participation to the integration. It is also a requisite that a basic law or system should be established for information feedback between existing systems such as AgriX and local information support systems. Lastly, we suggested a conceptual design for the maintenance of the current systems to strengthen the application of the various support system and databases for local governments.
