전철현 2021-10-15T16:40:01Z 2021-10-15T16:40:01Z 2021-09-30 RE44-3-4 https://repository.krei.re.kr/handle/2018.oak/27265 본 연구는 자연휴양림 방문객의 이용행태 분석, 임도 이용행태 및 자연휴양림 내 임도의 공공편익 추정을 위하여 전국의 자연휴양림 이용자 설문조사를 통해 자연휴양림과 자연휴양림 내 임도 관련 정책 수립을 위한 기초 자료를 제공하고자 하는데 목적이 있다. 전국의 자연휴양림 8개소의 방문객 500명을 대상으로, (주)코리아데이터월드에서 2020년 7월 20일∼8월 7일까지, 개별면접조사 (face-to face interview)를 통하여 진행되었다. 주요한 연구 결과는 자연휴양림 내 임도의 휴양 목적에 대해 약 82.3%가 ‘긍정적으로 기여하고 있다’고 응답하였고, 등산ㆍ산책ㆍ산악자전거를 위한 임도 개설의 필요성에 대해서 응답자의 70% 이상이 ‘필요’ 이상으로 응답하였다. 자연휴양림 내 임도의 공공편익 추정을 위하여 지불의사액 모형을 추정한 이후에 중앙·평균·절단 지불의사액을 추정한 결과를 살펴보면, 평균 WTP는 13,383.28원, 중앙 WTP는 1,803.04원, 절단 WTP는 5,896.20원으로 추정되었다. 가장 보수적인 중앙값 WTP를 기준으로 95% 신뢰구간 값을 구한 결과 1,802.52원~1,803.57원이었다. 자연휴양림 방문객을 대상으로 편익을 산출해 보면, 확대편익은 432.4억 원[지불의사액 1,803.04원(방문 횟수인)15,988,780명(2019년 자연휴양림 이용객)1.5회년(방문 횟수)]으로 추정된다. 이러한 지불의사액 추정 결과는 과거와 비교해 자연휴양림 내 임도의 공공편익 중요성이 더 커졌다는 결과를 도출할 수 있었다. 본 연구 결과를 통하여 자연휴양림과 자연휴양림 내 임도는 방문객들의 육체적․심리적 개선에 크게 기여하고 있고, 매우 필요한 기반시설로 분석되며, 접근성 향상은 방문객들의 만족도를 향상하는 데 긍정적인 영향을 미치고 있다고 볼 수 있다. The purpose of this research is to analyze recreational forest visitors' behavior and to estimate public benefit from forest roads, which play various and positive roles, such as open green space, timber production, forest management, and forest fire prevention. A DBCV (double bounded contingent valuation) onsite survey was conducted nationwide from July 20th~August 7th in 2020 during the COVID-19 pandemic. The analysis result of 500 respondents proves that the improvement of accessibility for forest users and the provision of recreation opportunities and recreational facilities through forest road development (both in quality and quantity) substantially affects forest users’ economic welfare in recreational forests (RF). Also, the survey result shows 4.6 visits within 3 years for forest scenery and refreshment with family. About 60% of the respondents recognize the importance of forest roads within recreational forests and about 80% represent a positive response to the contribution of recreational forest roads. The WTP (willingness to pay) of the respondents through the logit model applied is estimated at KRW 1,803.04 per person/visit for a year and the result of benefit expansion based on the WTP estimation is calculated to be KRW 43.24 billion. Hence, the result shows that increasing forest road quality and quantity within the RF contributes to forest users’ economic welfare in terms of forest recreational satisfaction.
