서대석 김연중 이정민 김의준 조재우 2022-04-08T16:40:04Z 2022-04-08T16:40:04Z 2021-12-30 979-11-6149-538-5 R950 https://repository.krei.re.kr/handle/2018.oak/28164 이 연구는 미래 산업화와 혁신 성장 동력원으로서 농업부문의 효율적인 데이터 경제 체계를 구축하고 이를 활성화할 수 있는 방안 마련을 위한 1차년도 연구이다. 농업부문의 디지털 전환과 데이터 활용 및 실용화할 수 있는 방안을 마련하여 농업부문 데이터 경제 체계를 구축하고, 이를 구체화하여 농산업 부문에 활용할 수 있는 활성화 방안과 정부의 제도적 보완 및 중장기 정책 방안을 제시하고자 하였다. 또한 데이터 기반 농산업 활성화를 위한 R&D 확대 및 후방산업 육성 방안을 마련하고 이를 통한 정책 방안을 제시하고자 하였다. 이를 위해 1차년도에는 농업부문 데이터 경제의 기반인 디지털 전환 및 플랫폼과 공공부문의 대응 방안에 대한 연구를 수행하였다. Purpose of Research ○ The global economy is moving toward the data economy, which develops industries and creates values through innovative businesses and services by using data—a core element for innovative growth. Data economy is an economic system where data works as an essential element for production in economic activities. Related industries grow rapidly at 7% or more per year, and data itself is considered as a new asset. Major nations and leading global firms work to arrange related regulations and enhance the labor force. Korea also responds actively through the Digital New Deal Policy, including the plans for the 4th industrial revolution. ○ There has been a research effort in agriculture to analyze big data and apply artificial intelligence for data-centered future industries. However, such an endeavor has failed to cover the entire data system. It focuses on state-of-the-art farming equipment and some sectors in agriculture such as greenhouse horticulture and livestock farming. Therefore, the agricultural sector has no good platforms to nurture the data industry and activate full-cycle data. To respond to global economic and industrial changes, Korean agriculture should shift to technological convergence for the 4th industry and digital transfer. It also has to set up various platforms for the data economy. In addition, it needs to use data as an innovative growth engine. ○ This study discusses ways to establish and invigorate efficient data platforms to drive innovative growth in agriculture down the road. First, it focuses on the digital transfer and draws up plans to apply and commercialize data in the agriculture sector. Based on this effort, this study proposes directions to set up data economic platforms and use them for the sector. It also advises the government on supplementary regulatory regimes and long-term policy directions. Moreover, this study lays out plans to expand research and development endeavors and foster back-end sectors to boost data-based agricultural businesses. To fulfill its goals, it focuses on digital transfer, platforms, and the public sector’s countermeasures in its first year. The second-year study will explore front-end and back-end industries for the data economy and the private-sector’s responsive measures.
