임소영 김남훈 박대식 하인혜 2022-05-31T16:40:22Z 2022-05-31T16:40:22Z 2021-10-30 979-11-6149-521-7 R937 https://repository.krei.re.kr/handle/2018.oak/28462 농촌 지역에서 여성농업인의 역할은 다양하다. 농산물 생산자일 뿐만 아니라 마을 행사, 돌봄, 마을 가꾸기 등 다양한 영역에서 지역사회를 유지하는 활동을 한다. 농촌의 고령화가 심각하고 농업 외 경제활동의 필요성이 더욱 늘어난 지금 여성농업인은 그 어느 때보다 바쁘다. 그러나 여성농업인이 지역사회에서 공헌하는 만큼의 대우를 받거나 남성과 동등한 위치를 누리고 있는가에 대해서는 긍정적으로 대답하기 어렵다. 오히려 생산자로서의 대표성, 지역사회 활동의 성별 분담과 보상 체계의 관점에서 여성농업인의 지위는 남성에 비해 낮다고 볼 수 있다. 또한 여성농업인에 대한 성적 침해도 자주 발생하여 인권이 보호된다고 보기 어렵다. 이 연구는 지역사회에서 여성농업인의 지위 실태와 대응 방안에 관한 연구이다. 농업인들이 스스로 인식하는 지위의 현주소와 근본 원인, 그리고 대안에 대한 논의가 이 연구의 주된 내용이다. 여성농업인의 지위와 농촌 지역의 성평등 문제는 매우 오래된 관행과 문화로 굳어져 있기 때문에 정부의 노력과 함께 민간에서의 대응 방향에 대해서도 제시하였다. Background and Purpose ○Women’s roles are essential to maintaining local communitiesA local community includes a functional community where residents live in the same geographic space and share understanding and interests through mutual relationships. (Kim Kyeong-sup et al. 2012) in rural areas. They participate in the regional development and community care as well as farming labor, child/senior care, and household management. However, their status in society is limited to helpers or outsiders. This study aims to identify their position in rural communities and suggest alternatives to improve it. Specifically, it seeks to inspect female farmers’ representativeness in local society, recognition of their various activities for regional development, awareness of gender roles in community activities, and human rights violations against female farmers. Also, this study intends to suggest policy alternatives for the government and the private sector based on detected problems and causes. Research Methodology ○To achieve our goals mentioned above, we reviewed diverse prior literature, including related theories in sociology and women’s studies. Also, we studied relevant documents to check domestic policies to improve female status in rural communities, Japanese cases, and various private-sector endeavors to find implications for policies and other alternatives in the public and private areas. Also, we commissioned external experts to write manuscripts for our review. In addition, we conducted statistical analysis for domestic and Japanese policies. ○We conducted surveys targeting farmers. The surveys sampled nationwide farmers (848 women and 376 men) to inspect women’s awareness of their social and economic position, role sharing between genders, official recognition of female farmers’ contribution to local communities, and the state of gender-related human rights violations. ○We also interviewed female farmers, heads of local organizations, members of local development committees, executive members of local Nonghyup or agricultural cooperatives, leaders of non-official groups, and representatives of female farmers’ centers.
