홍연아 박시현 황윤재 2022-07-15T16:40:01Z 2022-07-15T16:40:01Z 2022-06-30 RE45-2-02 https://repository.krei.re.kr/handle/2018.oak/28643 본 연구의 목적은 공공급식을 제공하는 기관·시설에서 이용하는 식재료를 결정하는 요인을 분석하고, 공공급식의 자기부담금이 친환경/지역산 식재료 이용에 미치는 영향을 파악하는 것이다. 이를 위하여 어린이집·유치원 350개, 아동·청소년·장애인·노인 사회복지시설 200개 대상 방문 설문조사를 통해 데이터를 수집하였고, 토빗모형을 사용하여 계량분석을 실시하였다. 분석결과 어린이집·유치원이 제공하는 급식은 학부모 재원 비중이 높을수록 친환경/지역산 식재료 비중이 높아지는 것으로 나타난 반면, 사회복지시설은 재원의 수혜자 부담 비중이 높을수록 친환경/지역산 식재료 이용이 감소하는 것으로 나타났다. 수혜자 자기부담금과 같이 특정재원에 대한 의존도가 높은 사회복지시설의 경우 재정 안정성이 상대적으로 낮아, 친환경/지역산 식재료를 이용하는데 있어서 부담이 가중되는 것으로 파악된다. 공공급식이 국민에게 보편적인 먹거리를 보장할 뿐만 아니라, 지속가능한 농업 및 환경가치 확산, 지역경제 활성화 등을 달성하는 정책수단으로 기능하기 위해서는, 특정재원에 대한 의존도, 1인당 단가 등의 측면에서 기관의 재정 안정성이 일정 수준 이상 유지되고 있는지 점검하고, 친환경/지역산 식재료를 사용할 수 있도록 지속적인 지원이 필요하다. This study aims to analyze the impact of out-of-pocket payments that food service users make for organic and local food and examine whether government subsidies can help use more organic and local food. For our research, we conducted surveys targeting 350 child daycare centers and kindergartens and 200 social welfare facilities for the youth, disabled, and elderly. The survey results showed that the higher the reliance on parents’ payments in the daycare centers and kindergartens, the higher the proportion of organic/local food usage. In the social welfare facilities, however, the use of organic and local food decreased as the proportion of beneficiaries’ out-of-pocket payments increased, indicating that it is challenging to operate public meal services without the burden on the beneficiaries due to the poor financial condition of the facilities.
