Background and Purpose ○The purpose of this study is to develop measures to promote the inflow of urban youth into rural areas and to revitalize the continuous residence and role of rural youth to enhance the sustainability of rural areas. The first-year study of this two-year study focused on analyzing the actual conditions and needs of rural youth, and the second-year study focuses on presenting specific policy measures. The purpose of this first-year study was to derive policy implications for rural youth policies based on the analysis of the relationship between youth and rural sustainability, the current status and living conditions of rural youth, and the analysis of urban and rural migration and happiness and their needs. Research Methodology ○For the purpose, this study conducted literature research, statistical data analysis, a youth survey, a youth interview survey, and cooperative research. ○The literature on the sustainability of rural areas, the characteristics and living conditions of young people, population movement between urban and rural areas, and theories related to happiness was reviewed. The concept of sustainability in rural areas was reviewed, focusing on social sustainability, and measurement indicators were established. The scope of rural youth was determined based on related laws and local government ordinances, and youth life and policy areas were determined through domestic and foreign youth policy analysis. Theory and research related to happiness and population movement between urban and rural areas were reviewed to derive related factors, and an analysis model was derived by considering available statistical data. National statistics and surveys related to the actual conditions of rural youth by living area, and raw data from research institutes were re-analyzed.
