이양수 2023-09-11T03:10:53Z 2023-09-11T03:10:53Z 2014-06-21 RE37-2-05 https://repository.krei.re.kr/handle/2018.oak/30317 본 연구는 새마을운동의 원형을 정책론적 관점에서 분석하고 그 시사점을 제시하는 것이다. 이는 새마을운동의 기획과 추진주체가 모두 정부에서 시작된 공공정책이기 때문에 정책론적 관점에서 새마을운동을 분석하는 것은 나름의 정당성을 가지고 있다고 볼 수 있다. 본 연구를 요약하면, 우선 정책의 대상 및 사업내용 선정이 정책목적 달성에 매우 유리한 환경을 제공하였다는 것이다. 즉 정책의 목적과 수단 및 정책대상 집단을 정확하게 매칭함으로서 정책순응과 집행의 용이성을 확보할 수 있었으며, 특히 사업추진 전 기간 동안 이해당사자들을 대상으로 다양한 교육과 홍보 프로그램을 병행하였다는 것이다. 정책추진체계는 일차적으로 정부조직과 행정체계를 통한 유기적 협력 관계를 바탕으로 계층제적 행정라인을 통해 중앙정부에서부터 지역마을에 이르기까지 매우 신속하게 정책이 전달될 수 있었다. 사업들 간의 시너지효과를 거두기 위해서 부처간, 부서간 협업을 강력히 유도할 수 있는 횡적연계가 있었으며 재원부담은 정부보다는 주민들의 자체부담을 유도하였고 이는 주민들로 하여금 사업에 대한 주인의식과 참여의식을 가질 수 있도록 하는 계기가 되었다. 정책추진체계가 하드웨어체계(hardware system)라면 정책추진주체는 소프트웨어(software system)라고 할 수 있다. 새마을운동의 정책당사자는 집행측면에서 정부와 공무원, 주민과 새마을지도자들이다. 정부와 공무원들은 정책의 목표를 달성하기 위해서 주민들을 설득하는 동시에 정책의 대상이기도 하였다. 주민들의 입장에서는 단순한 정책의 대상이기보다는 주인의식을 바탕으로 정책추진의 주체였다는 것이다. 새마을지도자는 정부와 마을의 중간에서 변화에 대한 저항과 혼란을 최소화하고 의도된 변화를 유도하는데 지역사회개발지도자로서 중요한 역할을 수행하였다. The purpose of this study is to analyze the prototype of the Saemaul Undong (SMU) within the framework of public policy. The output of this study will present the academic information regarding theory building, field application in global ODA and policy shifting of the SMU. The results of this study indicate that the elements of the SMU prototype are as follows: - An ideal match between the goals of the SMU policy and its alternatives. - An emphasis on educational programs that focus on changes in attitude and mindset. - Coordination of top-down and bottom-up relationships through a well-established administrative structure. - Active participation from policy stakeholders, public officers, SMU leaders and villagers. This study suggests that the identity of Saemaul Undong should be conserved in its original form and its application should be modified according to different cultures and systems abroad.
