김정섭 최영빈 황종규 2026-02-09T16:40:00Z 2026-02-09T16:40:00Z 2025-12-31 979-11-6149-806-5 D_R2025-23-1 https://repository.krei.re.kr/handle/2018.oak/32633 저출생·초고령화로 초래된 농촌 지역사회의 여러 문제에 정부나 지방자치단체가 정책으로 대응하는 것은 당연하지만, 그 정책이 주민의 관여와 집합적 실천을 배제한다면 성과를 거두기 어렵다. 농촌 지역사회 주민이 직접적인 이해당사자이기 때문이다. 실제로 유의미한 결과를 낳은 농촌정책 추진 사례들의 중심에는 언제나 지역사회 주민들의 능동적이고 자발적인 실천, 즉 자치의 움직임이 있었다. 이 연구 보고서에는 농촌의 읍면 지역사회에서 주민들이 저출생·초고령화로 비롯된 문제에 자치적 활동으로 대응하는 과정을 세밀하게 추적하고 분석한 결과를 담았다. 농촌정책이 그동안 관심을 쏟지 않았던 ‘읍면 지역사회’의 중요성을 부각하였다. 읍면을 농촌정책 기획과 실행의 장소 단위로 정하는 것은 정책 추진체계의 상당한 변화를 전제한다. 그리고 읍면 지역사회 주민의 자치적 실천과 더불어 정책을 추진해야 함을 뜻한다. Purpose of Research ○This study aims to propose strategies for addressing the structural challenges that have accumulated in rural communities due to low fertility and rapid aging through resident-led initiatives and to establish an effective policy implementation framework at the eup–myeon (township) level. It begins from the recognition that complex problems such as the collapse of local living services and care gaps cannot be solved solely through the intervention of central or local governments. Instead, residents’ engagement and collective action must be positioned at the core of policy responses. By analyzing the formation and operational dynamics of resident practice organizations spontaneously created within eup–myeon communities, this study seeks to demonstrate their role in local problem-solving and to provide a rationale for reorganizing rural policy implementation around the township level.
