민경택 전종범 2026-02-11T16:40:01Z 2026-02-11T16:40:01Z 2025-12-31 979-11-6149-830-0 R2025-07 https://repository.krei.re.kr/handle/2018.oak/32638 ‘지방소멸’, ‘농산촌 소멸’은 우리 사회가 대응해야 할 긴박한 과제이다. 인구의 감소와 고령화는 특히 산촌에서 심각하게 나타난다. 산업기반이 약하고 교육·문화 등 생활 여건이 낙후하기 때문이다. 산촌의 소멸은 토지이용을 변화시키고 산림관리를 방치하여 산림의 생태계서비스 제공과 국토관리에도 문제를 초래한다. 이 연구는 지방소멸에 대응하여 산림·산촌의 새로운 가치와 가능성을 조명하고 이를 바탕으로 지역 활성화 방안을 모색하기 위해 추진되었다. 즉, 산촌 소멸 위기에 대응하여 산림·산촌 중장기 계획의 기본 방향, 비전과 목표, 추진 전략 등을 제시하고자 한다. Purpose of Research ○ Local depopulation and the decline in rural mountain communities represent urgent policy challenges. Demographic contraction and population aging manifest with particular severity in mountain villages, primarily due to weak industries and the inadequate provision of educational and living services. The shrinkage of these communities has triggered transformations in land-use patterns and led to the neglect of forest management, thereby compromising forest ecosystem services and undermining territorial management. ○ This study was undertaken to illuminate the potential of forests and mountain villages to address local depopulation and explore pathways for local revitalization. Specifically, the study endeavors to articulate policy directions, vision, objectives, and implementation strategies for forest and mountain village plans amid the crisis of mountain village extinction.
