TY - GEN AU - 서진교 PY - 2004/12 UR - http://repository.krei.re.kr/handle/2018.oak/14759 AB - 요 약 2004년 쌀 재협상은 UR 협상에서 얻었던 관세화 유예 조치를 연장하기 위해 이루어지는 협상이다. 9개국과의 협상에서 우리나라가 가장 유리한 조건으로 관세화 유예를 연장하기 위한 협상 전략을 제시하기 위해 관세화와 관세화 유예 간의 동등성 분석이 필요하다. 이 보고서는 이에 관세화 시의 수입량을 예측하고 이를 협상 조건으로서의 잣대로 활용할 수 있도록 제시하고 있다. 쌀을 관세화 할 경우 2014년 예상되는 쌀 수입량은 쌀의 국제가격, 환율, 관세감축 폭 및 TRQ 증량 폭에 따라 MMA 4.9~15.5% 상당량으로, 수입량 변동 폭이 매우 커지게 된다. 이 때 평균 수입량은 MMA 6.3~6.4% 상당량이 되는데, 이 때 수입이 급증하여 이 수준을 초과할 가능성은 50%이다. 이러한 수입급증의 위험을 낮출 경우 관세화시 예상되는 쌀 수입량은 MMA 7.1~7.5% 상당량으로 올라가게 된다. 따라서 관세화와 관세화유예의 동등성 수준은 MMA 7.1~7.5% 수준도 될 수 있다. 8%의 관세화 유예를 끝까지 지속할 경우에는 8% 자체가 의미를 가지고 있으나, 도중에 관세화로 전환할 수 있는 선택의 여지가 있기 때문에 이를 고려할 경우 8% 관세화 유예는 사실상 평균적으로 MMA 6.5~6.6% 상당량과 같다. 따라서 수입급증의 위험을 줄인다면 MMA 8%도 수용 가능한 수준이다. 일단 관세화 유예를 선택한 후 DDA 결과를 보아가며 우리나라가 개도국지위를 유지할 경우 관세화로 전환하는 것이 유리하며, 선진국이 되면 관세화로 전환하는 실익이 크지 않아 유예를 지속하는 것이 바람직할 것으로 보인다. 다만 유예도중 관세화전환을 선택할 경우 예상되는 평균 쌀 수입량은 MMA 6.5~6.6% 상당량이 되어 2005년부터 관세화할 경우에 비해 매년 0.2%(약 1만톤)의 추가적 수입을 비용으로 지불하는 결과가 된다. 결론적으로, 관세화 유예를 선택한 후 DDA의 결과를 보아가며 관세화로 전환할 수 있는 선택의 여지를 갖고 있는 한편 쌀 수입을 8% 이내에서 차단하는 것이, 비록 가능성은 높지 않으나, 수입급증의 우려가 있는 관세화 보다 합리적인 선택으로 판단된다. 이와 같은 분석결과에 기초하여 볼 때 미국에 대해서는 공세적인 측면에서 강력한 관세화의 메시지를 기초로 우리의 기대수준을 관철시킬 필요가 있다고 판단된다. 용수 부족으로 인해 수출 공급 능력에 한계가 있는 호주에 대해서도 미국과 유사한 전략을 활용할 수 있다. 중국은 먼저 우리 농업의 어려움을 기초로 우리의 요구 수준을 관철시키는 전략이 필요하다. 특히 중국의 쌀 수출여력에 한계가 있고 관세화가 중국의 이익에 항시 부합하는 것은 아니라는 점을 강조할 필요가 있다. 한편 중국의 통상협력 경험의 미흡을 이용하여 먼저 미국과의 협상에서 우리에게 유리한 고지를 확보한 다음 이를 이용하여 중국을 압박하는 전략도 동시에 취해야 한다. 태국, 인도는 장립종을 주로 생산하는 국가로서 우리나라의 수요 패턴과는 맞지 않으므로 수요 창출이 쉽지 않음을 강조하며 요구수준을 낮출 수 있다. 아르헨티나를 비롯한 기타 국가들은 쌀 협상에서 핵심 쟁점인 의무수입물량 보다는 기타 품목과의 연계 혹은 TRQ 관리문제 등을 들고 나올 가능성이 있다. 이들에 대해서는 쌀 협상의 핵심 쟁점에 집중하여 협상에 임하도록 요구해야 한다. AB - ABSTRACTStrategy Suggestion for Korea in the WTO Rice NegotiationsThe main purpose of this study is to review issues related to the 2004 Rice Negotiation under the WTO and to propose efficient strategies for Korea in the upcoming negotiations. This study examines the URAA and associated WTO rules, including Article 28 of GATT, and tries to understand its implications for the Korea's negotiation strategies. Furthermore, current situations and prospects of the rice industry in major rice exporting countries, for example, China, the U.S., Thailand, and Australia, are examined, and their potential responses in the upcoming negotiation are predicted. Finally, the expected quantity of imported rice is simulated, based on econo-metric and probability approaches. Main results of the study are as follows: An expected quantity of imported rice in 2014 under the rice tariffication would be equivalent to 6.3~6.4% of MMA. However, the probability that actual imports exceed the expected amount is 50 percent. In order to reduce the probability of such import surge, the increase of MMA(to 7.1~7.5%) can be a proper solution to strike a balance between rice tariffication and the current quota system. However, the delay of rice tariffication can be a good choice in Korea, since it is considered to switch from the current quota system to tariffication during the grace period of 10 years. In that case, an expected import quantity is estimated to be equivalent to 6.5~6.6% of MMA. Therefore, if Korean government wants to reduce the probability of import surge, it needs to stick to the current quota system and then gradually switch to tariffication. Under this scenario, it has to pay additional cost equivalent to 0.2% of MMA (about 10,000 matric ton) each year. Meanwhile, the probability that a rice import exceeds 8% of MMA would never materialize.
