TY - GEN AU - 최지현 PY - 2005/12 UR - http://repository.krei.re.kr/handle/2018.oak/14899 AB - 이 연구는 중국의 수출 농식품 안전성 관리 실태와 국내의 중국산 농식품 안전성관리 실태를 조사 분석하여 중국산 수입 농식품의 안전성 확보 방안을 제시하는 데 목적이 있다. 중국의 수출 농식품 안전관리는 유해물질 관리의 취약성, 영세수출업체의 식품안전관리 능력 결여, 가짜 및 불량식품 제조 등의 문제를 안고 있다. 국내의 수입관리는 위해물질의 사전점검시스템 미비, 관련 부처 간 협조체계 구축 결여, 통관단계에서의 신속하고 확인 가능한 검사시스템의 부재, 수입업자의 안전 식품 수입의식 결여 및 한탕주의적 사고방식, 중금속의 잔류허용기준 미설정 등으로 요약된다. 중국산 수입농식품의 안전성 확보를 위해서는 첫째, 농산물재배와 식품의 제조과정부터 위해물질을 차단하도록 사전 예방적 안전관리시스템이 구축되어야 한다. 둘째, 위해물질에 대한 잔류허용기준 설정 및 관련 정보의 수집을 통해 감시 기능을 강화해야 한다. 셋째, 생산업체나 수입업자에 대한 체계적인 관리가 필요하다. 넷째, 중국 정부와 안전성 확보를 위해 항구적인 협력체계 구축이 요구된다. 세부 과제로서 다음과 같은 정책 과제가 제안되었다. (1) 수출당사국이 수출 농식품의 재배 및 식품 생산, 제조, 가공단계부터 안전관리를 책임지도록 하는 식품안전협력협정(MOU)을 체결하는 것이 바람직하다. (2) 기존의 유명무실한 수출기업 사전등록제를 활성화시켜 통관의 신속성을 높이고 사전정보를 획득하여 검사의 효율성을 도모해야 한다. (3) 현지의 공인검사기관을 이용하거나 ?식품공업협회?로 하여금 식품업체가 가장 밀집되어 있는 중국 산동성지역에 식품안전검사기관을 설립하도록 추진함으로써 국내수입 중국 농식품의 안전성을 사전에 확보할 필요가 있다. (4) 유해식품수입업자 처벌강화 및 등록제 추진이 필요하다. 유해식품수입에 따른 처벌규정을 대폭 강화하여 수입 식품의 안전성 확보에 대한 경각심을 고취시킬 필요가 있다. 현행 영업신고에 의한 수입업을 등록제로 전환하여 업자의 수입성적, 유통경로 등을 D/B화하여 수입업자의 식품유통 상황을 중점 관리해야 한다. (5) 위해우려 수입 식품에 대해서는 무작위검사를 지속적으로 확대하고, 위해정보에 기초하여 검사항목을 조정함으로써 종전 성상검사 위주에서 위해물질 위주로 검사체계를 개편해야 한다. (6) 수입농식품에 대한 중금속 등 위해물질에 대한 잔류허용기준 설정이 시급하다. 특히 다소비품목인 고추, 마늘, 양파, 김치, 고춧가루, 된장, 고추장 등의 농식품 수입 증가품목에 대해서 신속한 기준설정이 요구된다. (7) 식약청, 농림부 등 관련 부처는 중국 현지의 농식품 재배, 제조, 가공 단계에서부터 협조체제를 구축해 위해물질을 공동 관리해 나아가야 하며, 통관이후 국내 유통에서는 사고 발생에 대비한 추적관리를 위해 관세청과 식약청의 수입 및 유통업체 관련 정보의 공유가 필요하다. AB - This study aims to improve a safety of food imported from China. Current food safety system for the exported food in China as well as food safety system for the imported food in Korea have been reviewed. China has confronted with poor food management system in small scale food enterprises. Basically, Korea lacks of precautionary food safety control system for the imported food. Most of korean importers care about revenue from business rather than food safety for their imported food. Food safety authorities do not set appropriate Maximum Residue Limit(MRL) of the hazard matters such as heavy metals and pesticides. At the custom clearance level, the inspection system is not effective because the inspection relies on the appearance and color inspection instead of hazard matters inspection. Some effective policy measures to improve safety of imported food from China are suggested as follows: (1) Food safety management system for the imported food should be converted into precautionary management system. For the implementation of this, pre-inspection service for the agricultural products and processed food in China. In order to assure the safety for the imported food to Korea, Korea Food Industry Association(KFIA) could run the institute in Sandong area. Food processing company should be enrolled and monitored to improve the safety of imported food. (2) In order to impose responsibility of exporting country on the food, it is necessary to conclude the MOU between Korea and China. Two countries could exchange information of hazard matters to assist efficient inspection at the custom clearance (3) The MRL of hazard matters such as heavy metals should be set for the frequently eating foods such as Kimchi and Soybean pastes.
