TY - GEN AU - 송미령 PY - 2005/12 UR - http://repository.krei.re.kr/handle/2018.oak/14907 AB - 이 연구의 목적은 농산촌 지역혁신체계를 개념적으로 구체화하고, 농산촌 지역혁신체계 기반 분석을 통해 그 구축 방향과 정책 방안을 제시하는 것이다. 이는 2005년부터 2006년까지 2차 연도에 걸쳐 진행되는 연구로서 제1차 연도에는 농산촌 지역혁신체계에 관련된 이론적 논의 구조를 파악하고 농산촌의 지역혁신체계 기반 수준이 어느 정도인지 정량적·정성적 분석을 병행하여 현황을 파악하며 정책 방안 제시를 위한 토대를 구축하는 것이 주 목적이다. 지역혁신체계 관련 이론을 통해 농산촌 지역혁신체계는 물리적 하부구조, 사회적 하부구조, 상부구조로 구성되는 것으로 보았다. 일반적인 지역혁신체계와 달리 농산촌의 물리적 하부구조에서는 주변도시와의 관계를, 사회적 하부구조에서는 농업역량을, 상부구조에서는 주체의 혁신역량 및 지역의 기반역량을 주요 요소로 정의하였다. 시·군을 단위로 지역혁신체계 기반 구축 현황을 정량적으로 분석하고 비교하였는데, 우리나라 시·군의 지역혁신체계 기반을 구성하는 데 상대적으로 중요한 변수는 사회적 하부구조이고, 시 단위의 지자체가 군 단위의 지자체에 비해 사회적 하부구조 측면에서 더 건실하다는 결과를 얻었다. 더불어 사회적 하부구조와 물리적 하부구조, 또한 하부구조와 상부구조 간에는 상호 관련성이 크지 않았다. 그런데, 상부구조에 있어 중요한 요소인 주체의 혁신역량에서는 시·군 공무원의 역할이 결정적이고, 외부의 지원과 지역 내부의 주체역량 간에는 상호 반비례의 관계가 있다는 결과를 얻었다. 마을, 읍·면, 시·군 단위의 7개 사례를 통한 정성적 분석에서는 공간 범위에 따라 다양한 특징이 나타났지만, 다음과 같은 공통적 시사점을 도출할 수 있었다. 첫째, 비전 제시자의 역할이다. 지역혁신체계 기반 구축을 위해서는 마을 지도자, 시·군 공무원, 자치단체장 등 혁신활동의 목표와 방향을 제시하는 혁신리더의 존재가 필수적이다. 둘째, 지역 내 인적 자원의 교육 및 학습의 중요성이다. 교육 및 학습 프로그램은 개인역량 강화 및 지역 내 분위기 형성을 위해서 가장 효과적인 동원 수단이자 혁신 전략으로 작용하였다. 셋째, 동일한 이해관계를 가진 이들의 조직화이다. 혁신활동을 위해 이해를 같이하는 이들이 공식적, 비공식적 조직을 구성하는 것이 그 효과나 지속성 측면에서 우월하게 작용하였다. 넷째, 정책사업의 영향력이다. 정부의 정책적 지원은 혁신활동에 동기를 부여하고 지속성을 강화하는 매우 중요한 역할을 하고 있었다. 다섯째, 지원기관의 매개 역할과 조력이다. 특히 지역 내?외부에 전문가나 지원기관이 역할을 얼마나 해 주는가가 단기적으로 지역혁신체계의 작동에 큰 영향을 미쳤다. 분석 결과를 기초로 농산촌 지역혁신체계 구축을 위한 정책 방향과 전략을 세 가지로 압축하였다. 바로 개방성, 복합성, 지속성이다. 농산촌의 특성상 지역 내 인적 자원뿐만 아니라 지역 외의 인적 자원까지 포함한 네트워크가 필요하다는 차원에서 개방성을, 농산촌의 특성상 혁신의 내용이 생산영역과 일상생활의 영역을 모두 포함할 수밖에 없다는 차원에서 복합성을, 농산촌의 특성상 혁신체계 구축을 위한 지원이 장기적 관점을 필요로 한다는 차원에서 지속성을 제시하였다. 더불어 지역의 혁신리더 육성 방안, 학습 프로그램 개발과 보급 방안, 지자체 역량 제고를 위한 중앙·지방 간 정책 추진 체계 개편 방안, 개방형 네트워크 구축 방안 등을 하위 정책 방안으로서 제안하였다. AB - The aim of this study is to conceptually delineate the Regional Innovation System (RIS) in rural regions, and to suggest a number of policy directions for the establishment of regional innovation system. Especially, for the first half of this study, various theoretical underpinnings regarding regional innovation system in rural regions are illuminated, and quantitative and qualitative analyses are carried out to capture the RIS infrastructure conditions in rural regions. First, the RIS infrastructure in rural regions is composed of physical substructure, social substructure and superstructure. Their major components are relations of rural regions to nearby towns and cities for physical substructure, agricultural potentials for social substructure, and villagers' drive and motivation toward innovation and local values and attitudes toward innovation for social superstructure. Second, social substructure is found to be an important variable for RIS infrastructure in rural counties. In addition, the role of local government officials is found to be very important for rural people's drive and motivation toward innovation, and a negative correlation is also found to exist between external support and villagers' drive and motivation toward innovation. Third, requisite role and potential contribution of a mobilizer, such as village leader and local government official and head, is indispensable in establishing RIS infrastructure. In addition, mobilization of human resources through education and mutual learning is a very important strategy, and organizing those with common interests and goals is effective in sustaining innovation-related activities. Finally, government policy supports not only motivate but also sustain innovation-related activities, and especially in short-run, both local and outside experts and support agencies can play a major role in initiating regional innovation system. Based upon these findings, three major policy directions and strategies in establishing regional innovation system in rural regions are suggested. They are open-ness, comprehensiveness and sustainability. Open-ness implies a network among both local and outside human resources; comprehensiveness indicates an inclusion of space for both production and daily life; and sustainability emphasizes long-term, on-going support for establishing RIS infrastructure.
