TY - GEN AU - 신용광 PY - 2005/12 UR - http://repository.krei.re.kr/handle/2018.oak/14928 AB - 고랭지농업은 고온의 여름철에 신선채소를 도시 소비자에게 공급하고 있으며 최근 기후온난화가 빠르게 진행되면서 식량 생산의 잠재적 기반으로서의 중요성이 높아지고 있다. 그러나 고랭지는 경지면적을 확대하기 위하여 산지를 개간함으로써 급경사지가 많지만 토양 유실방지대책이 부족하여 토양 유실과 더불어 질소, 인산 등의 영양분이 하천으로 유실되고 있다. 이는 농업의 토지생산성을 저하시킴과 더불어 하류지역에 높은 환경 부하를 미치는 원인이 되고 있다. 더욱이 최근에는 값싼 채소의 수입 증가로 인하여 고랭지 농가의 경영수지가 악화되고 있으며 환경 부하에 대한 국내외의 개선 요구로 인하여 경영자체의 존속이 위협받고 있는 실정이다. 이 연구는 고랭지농업의 생산·경영 실태와 더불어 환경 부하실태를 검토함으로써 향후 고랭지농업의 재편방향과 추진과제를 제시하는 데 연구 목적이 있다. 제2장에서는 고랭지농업의 특징과 주변 여건 변화를 정리하였다. 먼저 SWOT 분석에 기초한 고랭지농업의 특징을 정리하였는데 최근 기후 변화 등의 영향으로 인하여 고랭지대는 식량생산 잠재적 기반으로서의 중요성이 증가하고 있지만 주변 여건 변화는 고랭지농업의 경영 환경을 어렵게 만들고 있다는 점을 지적하였다. 제3장에서는 고랭지농업의 환경 부하와 관련한 연구 결과를 고랭지농업의 시비 실태, 고랭지 밭의 이화학성, 토양 유실, 수질 환경 부하 순으로 정리하였다. 또한 고랭지 농가의 환경 부하의식을 조사하여 전술한 환경 부하 실태를 보완하고 이와 관련한 금후 추이를 정리하였으며 사례 지역을 대상으로 환경 부하를 관리할 수 있는 최적관리방안을 제시하였다. 제4장에서는 고랭지농업이 농업생산과 환경보전이라는 2가지 측면을 제고하기 위한 환경친화적 재편의 기본 방향과 추진과제를 설정하였다. 마지막으로 제5장에서는 요약 및 결론을 서술하였다. 연구 결과, 고랭지농업의 환경친화적 재편방향으로는 농업생산과 환경보전이라는 2가지 측면을 동시에 고려할 필요가 있다. 이를 위해서는 먼저 고랭지농업이 환경에 미치는 영향과 실태를 조사하여 환경 부하모형을 설정하고 환경 부하를 경감시키는 시설보완, 대체작물 및 농법전환뿐만 아니라 농지전환 등을 포함한 오염원의 종합적이고 체계적인 재편방안을 모색할 필요가 있다. 다음으로 구체적인 환경재편방안의 도입에 따른 편익이나 비용을 비교·검토하고 환경 부하 경감기술의 수용 가능성을 사회적·기술적·경제적 관점에서 분석한 고랭지농업의 재편방안이 필요하다. 마지막으로 고랭지농업의 농업생산방식을 환경친화적으로 재편하기 위한 규제와 지원의 적절한 조화 및 관련 정책의 통합·조정 등 구체적인 정책 추진방안과 이해 당사자의 역할 분담방안을 검토할 필요가 있다. AB - Highland agriculture, which supplies fresh vegetables to consumers in summer, plays an important role as a potential food production source amid the rapidly progressing global warming. However, in order to increase the acreage of highland agriculture, farmers need to cultivate on steep mountainous areas. This could cause soil erosion, but the lack of the methods to prevent soil erosion could cause environmental problems including nutrient (such as nitrogen and phosphorus) runoffs to rivers. Soil erosion decreases agricultural productivity and becomes an important cause of "non-point source pollution" in downstream rivers. Recently, the increased volume of the imported fresh vegetables has a negative effect not only on the profitability of highland agriculture, but also on the farming operation through the request to highland agriculture for improving environmental loading. The purposes of this study are to investigate the status of environmental loading and farming management of highland agriculture and to suggest the directions to reorganize environmentally friendly highland agriculture.The structure of this study can be summarized as follows: In Chapter 1, problem statement, study objectives, and previous literature review are briefly discussed. Chapter 2 outlines current features of highland agriculture using the SWOT (Strength, Weakness, Opportunities, and Threats) analysis and discusses circumstance changes including farming income reduction and related policy programs. Chapter 3 assesses the environmental loading of highland agriculture and presents the best management practices for soil loss control. Chapter 4 suggests directions for environmentally friendly reorganization of highland agriculture and future tasks. Finally, Chapter 5 makes a brief summary and draws to a conclusion. The results of the study show that highland agriculture needs to be reshaped in consideration of both agricultural production and environmental preservation. Thus, it is required to analyze the environmental effects of highland agriculture and formulate a model for environmental loading assessment. After that, the study needs to consider the synthetic and systematic reorganization methods for sustainable highland agriculture through supplementary facilities, substitute crops, and farming practice change. In addition, programs for sustainable highland agriculture, which is socially, technically, and economically acceptable, should be developed based on the estimation of costs and benefits using a new agri-environmental measure. Finally, in order to proceed with environmentally friendly restructuring of highland agriculture, further studies should be carried out to develop policy mixes composed of environmental regulations and economic incentives.
