TY - GEN AU - 허장 PY - 2008/12 UR - http://repository.krei.re.kr/handle/2018.oak/15419 AB - 이 보고서는 2006년 11월부터 이듬해 4월까지 한국농촌경제연구원이 수행한 ?베트남 농촌지역개발계획 능력 향상을 위한 컨설팅 지원사업?에 의한 베트남 시범마을에 대한 5개년 실행계획서에 따라 2007.4~2008.4까지의 1차년도 사업에 이어 2차년도 사업을 수행한 결과보고서이다. 2차년도에는 지속적인 사업수행을 위하여 MOU를 체결하고 2008년도에 계획된 사업을 추진하였다. 현지자문은 3차례에 걸쳐 시행되어, 현지 참여기관인 NIAPP과 업무협의를 하고 현장방문을 통해 사업추진상황을 점검하였다. 전년도와 마찬가지로 2008년도에도 두 마을에는 소득증대, 기반 정비, 환경 및 위생개선 등에 종합적으로 지원되었다. 즉 농업소득 증대와 비농업 분야 소득원 개발, 농촌도로와 수리시설 등 생산기반 정비 사업 추진, 마을회관 등 공동시설, 주택 내 주방과 화장실, 목욕실 등과 같은 주거환경 개선사업들이 추진되어 순조롭게 진행되고 있다. 한편, 시범사업 추진성과를 평가하고 우리나라의 농촌개발 모델을 보다 정확히 소개한다는 취지에서 현지 워크숍을 개최하였다. 베트남 중앙 및 지방정부, NGO 등에서 모두 47명이 참석하였고, 새마을운동의 방법론, 새마을운동의 베트남 적용방법, 컨설팅 사업 추진성과와 평가 등 6개의 주제에 대한 발표와 토론 시간을 가졌다. 워크숍과 본 사업의 내용은 현지 일간지에 게재되는 등 홍보성과를 거두었다. 본 컨설팅 사업에 대한 주민 이해도를 파악하고 지원사업에 대한 사업 수혜자의 평가를 알아보기 위하여 2008.11.18~11.21에 걸쳐 총 121명의 마을주민과 여론지도자를 대상으로 설문조사를 실시하였다. 조사결과 사업계획의 합리성이나 선정된 사업항목의 적합성, 사업시행의 효율성/효과성 등에서 만족도가 높은 것으로 나왔다. 농어업 생산의 변화, 소금융, 교육훈련사업, 생활환경개선사업, 인프라와 마을회관 개선 등에 대해서도 긍정적 변화와 성과가 있었다는 응답이 대부분이어서 만족도는 꽤 높은 것으로 나타났다. 다만 인프라 등 주민부담이 높은 일부 항목에 대해서는 더 많은 외부지원을 요청하기도 하였다. 베트남은 2007년부터 새농촌개발 시범사업을 자체적으로 실시하고 있는데, 마을을 단위로 하고 마을개발위원회를 구성하여 소득개발, 인프라 개발, 생활환경 개선, 생활문화 개선 등을 사업내용으로 하고 있다는 점에서 본 컨설팅 및 지원사업이 그 모델개발에 기여하였다고 평가할 수 있다. 또한 지방정부가 예산전용 혹은 조기집행으로 시범마을에 집중 투자함으로써 본 사업에 적극 참여하고 있다는 것도 중요한 성과라고 할 수 있다. 아울러 주민들은 사업명 및 사업성과물(가령 마을회관) 자체에 “새마을(Saemaul)” 혹은 “새마을운동(Saemaul Undong)”을 표기함으로써 우리나라 농촌개발 경험을 전수하여 시행하는 사업임을 홍보하고 있다. AB - We have conducted consulting service for Vietnamese rural development project since late 2006, and this report is a result of its second year activities. Two rural villages in Bac Giang and Phu Tho provinces had been selected as the project sites. In the second year, the MOU was signed again for sustained cooperative implementation of the project between KREI and NIAPP. Visit to the site has been made for three times, mainly for the purpose of monitoring of implementation of diverse project items: new variety cultivation, micro-credit, technology training, introduction of hybrid cow, road pavement, renovation of community cultural houses, improvement of kitchen, toilet, or bathroom, and so forth. To evaluate properly the project accomplishment and to let more people understand and come to know about the project's philosophy and methodology is also an important task of the project, and the workshop, held on the 2nd, December of 2008 in Hanoi, had been exactly for that. Officials from both central and local governments of Vietnam and NOG representatives participated in the workshop to share their opinions, as well as to watch six presentations. Some Vietnamese media covered the event. An evaluation survey was implemented by asking questions about rationality of the project action plan, appropriateness of selected project items, efficiency or effectiveness of project implementation, etc. toward 121 village residents including members of Saemaul Undong project management board. It turned out that project recipients were very much satisfied with the project, for instance, reporting substantially improved productivity and quality of agricultural products after the introduction of new varieties of seeds which were supported by the project. For some items, however, such as road construction, local people requested increased support because of too heavy contribution requirements. This project proved of great help for Vietnamese central government officials in that they applied it to their new rural village development model project since 2007. Local governments of Phu Tho and Bac Giang provinces, through concentrating a part of their investment budget upon two project villages, are also very cooperative and, hopefuly, will exercise central roles in further village development projects. By putting the words, Saemaul or Saemaul Undong, on names of the project items, village people fully appreciate for kind supports from Korean government.
