TY - GEN AU - 심재헌 PY - 2016/12/30 UR - http://repository.krei.re.kr/handle/2018.oak/21791 AB - 농업・농촌 정책은 그 정책 대상이 광범위하고 산업과 공간・사회 정책이 복합적으로 나타나는 특징으로 인해 효율적인 정책 수립・집행에 어려움을 겪고 있는 실정이다. 이러한 상황에서 공간정보는 급변하는 정책 환경에 대응하고 기존 통계 정보 등과 융합하여 다변화된 정책 수요에 대응하는 객관적이고 과학적인 자료를 생산하는 데 도움을 줄 수 있다. 이러한 이유로 농업・농촌 분야에서도 여러 공간정보가 구축되어 있지만 이를 활용할 수 있는 제반 구축이 미흡한 상태이다. 즉, 공간정보가 농업・농촌 분야에서 원활하게 활용・발전하기 위해서는 데이터 관리, 정보유통방식, 정보생산기관 간 파트너십, 법제도 등 다양한 분야에서 개선이 필요한 상태라고 할 수 있다. 이에 연구에서는 1차년도에 농업・농촌 공간정보 관련 실태와 개선 방향을 도출하는 데 중점을 두었다. 2차년도에는 농업・농촌 분야 공간정보의 발전을 위해 공간정보인프라의 개념, 목표 모델 및 구체적인 세부 추진 전략 등을 제시하였다. AB - In the process of decision-making and implementation of agricultural/rural policies, it is needed to improve data management, information distribution channels, partnership between information production institutions and legal system for the purpose of activating utilization of agricultural/rural spatial information. Hence, this study proposes the concept of integrated spatial information infrastructure to support agricultural/rural policy and its objective model. The study suggests detailed and tailored strategies in terms of ‘Integrated Platform Establishment of Spatial Information’, ‘Establishment of Agricultural/Rural Spatial Information Standards’, ‘Reorganization and Reinforcement of Institutional System and Partnership’ and ‘Establishment of legal system’, in which essential elements of the agricultural/rural sector are considered. Background Since economic, social and spatial characteristics are mixed in the field of agriculture/rural policies, it is complicated to consider diverse aspects that affect results and processes of the policies. Therefore, production and application of a variety of spatial information is demanded to utilize existing statistical data effectively and provide information that reflects several data at the same time. However, the spatial information produced is specialized in specific objectives of each policy, and then it is limited to connect, blend, use and share the information. In the end, relevant information contains inconsistent properties, and reliability and practicality of the existing spatial information is doubtful. In the first-year study, it was detected that limited data share, lack of application capability and difficulty in spatial data procurement have been restricting the utilization of spatial information, despite a high demand on them in the policy processes. Therefore, this second-year study presents plans for the establishment of the integrated spatial information infrastructure that collects, bridges and analyzes diverse and abundant information resources in order to support agricultural/rural policy processes. Methodology The study reviews references to identify contents and problems of the established NSDI (National Spatial Data Infrastructure), and proposes a new concept of ASDI (Agriculture Spatial Data Infrastructure, tentatively-named) along with its status and role. Also, a comparison between identified problems of the sphere of spatial information and the present condition of the agricultural/rural spatial information is performed to grasp constraints and improvement factors on utilization of the spatial information. Agricultural/Rural spatial information systems are analyzed through development reports and data-table specifications provided by their operating institutions, and interviews were proceeded for experts, policy makers and the person in charge of the systems. In addition, social network analysis is conducted with list of spatial information provided by the systems and the policies of the Ministry of Agriculture, Food and Rural Affairs to draw necessary major spatial information, and then the study collaborated with a GIS consulting company on technical and legal issues and governance to connect, blend and apply the important elements deducted.Research Results and Implications Although NSDI (National Spatial Data Infrastructure) is established and operated for the purpose of efficient application of spatial information in Korea, the study found that its framework and status is ambiguous, and that the infrastructure has been mainly focusing on collection of data from individual spatial information systems. Hence, the existing spatial information has not been properly utilized due to problems in terms of spatial information services, information share, legal system and supporting policies. In light of the above issues, the study brings up five tasks, ‘Integrated Platform Establishment of Spatial Information’, ‘Establishment of Agricultural /Rural Spatial Information Standards’, ‘Reorganization and Reinforcement of Institutional System and Partnership’ and ‘Establishment of legal system’ considering together with the issues of the agricultural/rural spatial information. Also, the major spatial information on agriculture/rural policies is checked through social network analysis to understand potential for utilization of the spatial information in the policy processes. Then, ASDI(Agriculture Spatial Data Infrastructure) is proposed as an objective model that can be achieved by the tasks. The objective of ASDI is to be composed of both horizontal and vertical framework. Herein, ‘Vertical’ means that ASDI basically complies with NSDI rules, and ‘Horizontal’ indicates that ASDI reflects particular characteristics of the agriculture/rural sector. ASDI applies the concept of the integrated platform as the Spatial Data Warehouse, and defines spatial database specifications and rural statistical area that are to be a foundation of the platform. Also, the study elaborates methods of standardizing the spatial information and establishment of ASDI’s meta-data to strengthen the application and distribution framework of the agricultural/rural spatial information. Furthermore, operation and management of ASDI are ensured by suggesting measures of establishment of steering and executive committees that are responsible for ASDI in accordance with improvement in the legal system supporting the establishment of ASDI. In addition, a road map is presented to achieve each goal of the tasks. The necessity of spatial information is increasing in our daily life and a not considerable amount of cost has been spent on that. Therefore, setting up an environment that is friendly to maximize the existing spatial information is an important challenge. In this context, the establishment of ASDI not only contributes to increase in availability and utility of the spatial information, but also helps processes of decision-making and implementation of the agricultural/rural policies. From this point of view, it is required that the government defines its vision and strategies on spatial information policies and reflects the varied strategies proposed by the study.
