S U M M A RYⅠ. Research on the Improvement in the Support System for theNeighboring Regions to the Power PlantsⅡ. Research Objectives and Scope To find out overall ways to improve the support system for theneighboring regions to the power plants, in consideration of the changedcircumstances－ the establishment of new role distribution between public andprivate sectors following the introduction of competitive system in the electricpower industry－ the derivation of key issues in performing regional supportsystem and the search for institutional improvement measures－ the design ofevaluation and feedback system for assessing performances of the regionalsupport system and for feedbacking the consequences to the system itself－the design of regional support system to increase public acceptance of thenuclear waste disposal facilityⅢ. Suggestions for Improving Regional Support System Role distribution between public and private sectors－ Thegovernment needs to continue to be in charge of the regional support system,while those which are less public in characteristics should be eventually underthe responsibility by power producers The spatial scope of target areas of regional support system needs toremain the same Rearrangement of regional support programs－ Integration of IncomeSupport Program and Public Facilities Program－ Separation of EducationSupport Program from Basic Support Program－ Expansion of Power RateSubsidization Program－ Creation of Social Welfare Program and ResettledPeople Support Program－ Reduction or gradual abolishment of Resident WelfareSupport Program and Business Inducement Program Improvement of driving procedures of regional support programs－Diversification of the members of the Regional Deliberation Committee andenhancement of members' expertism－ Encouragement of mid- to long-termplanning－ Simplification of driving procedure of SpecialSupport Program－ Expansion of the support for management and maintenance ofprovided facilities－ Implementation of diverse support programs initiated bypower producers Introduction of evaluation and feedback system－ It needs tointroduce two-stage evaluation system either for whole programs or some selectedprograms by both program implementers and the Central Deliberation Committee,which will guarantee objectivity and efficiency.－ Plan/Procedure Evaluationand Performance Evaluation constitute the system. Each of twelve concreteindicators have five scales, and the total score reaches 1,000.－ Provisionof financial incentives to excellent regions On equity among power plants and among plant kinds－Simplification of site factor into two kinds, i.e. Dong areas and Eup/Myonareas－ In consideration of special characteristics of neighboring regions tothe hydroelectric power plants, different criteria need to be devised for themin the long run. Effective implementation of PR program－ For the time being,maintenance of present system, i.e. separate implementation of local PR andnational PR－ In the long run, concerned implementers basically pay for theprogram expenses, while a certain proportion needs to be subsidized from theFundⅣ. Increase in the Public Acceptance of the Nuclear Waste DisposalFacility Design of legal system in which the provisions related with theFacility are arranged to be in a separate chapter within the current act, inconsideration of the Facility's special characteristics and urgency for sitelocation Expansion of spatial scope of target area into the whole area of localadministration (Shi or Gun) Provision of supports which will result in the same effects as directpayment for the residents and local government－ Change in the kinds ofregional support programs or donation of financial supports in the form offund Early stage support－ Financial supports from Special SupportProgram need to be provided at the preparation stage, i.e. even beforefinalizing the basic plan, in order to maximize the effectiveness of supportsfor residents and to derive backup from the head of local government Expansion of Extra Support－ Increase of the Extra Support fromthe current level of 0.5% Establishment of so-called "National Promoting Committee for SitingNuclear Waste Disposal Facility" and elucidation of minister-level cooperationin the act
