미국의 대외 식량지원 프로그램

Abstract

1. 연구 목적 이 연구 자료는 세 가지 목적하에 작성되었다. 첫째는 미국의 P.L.480호에 규정되어 있는 『Food for Peace』를 중심으로 미국의 해외 식량 원조 프로그램을 소개하고 적절한 해설을 제공하는 것이다. 둘째는 대북 경제협력 및 식량지원 관련 정책 입안자와 실무자에게 정확한 정보를 제공하여 대북 식량지원의 『전략』과 『실무』를 강화할 수 있도록 조언하는 데 있다. 셋째는 대북 식량지원이 전체적인 남북한 경제교류협력, 우리의 대내외 농업정책, 북한의 농업개발정책 등과 연계되어 지원효과를 극대화하는 방향으로 추진될 수 있도록 그 방향을 제시하는 데 있다.2. 연구의 내용 1995년 북한에 대홍수 피해가 발생하여 쌀 15만 톤을 무상으로 지원한 이래, 한국 정부는 2000년부터 매년 40여 만 톤을 상회하는 식량을 북한에 유무상으로 지원하고 있다. 이를 통해 북한 주민의 식량 사정이 개선되고 있는 것으로 관측되어 대북 식량지원의 일차적 목표로서 인도적 목표는 달성되고 있다고 볼 수 있다. 한국 정부의 대북 식량지원은 초기 무상지원에서 현물차관지원 형태로 전환되었다. 그러나 아직 식량지원에 수반되어야 할 기본전략과 실무절차는 완비되어 있지 않은 상태이다. 따라서 대북 식량지원을 통해 북한 농업 개발과 남북한 협력을 증진시킨다는 부차적 목표인 전략적 목표 달성은 미흡한 실정이다. 대북 식량지원의 전략적 목표를 달성하기 위해서는 우선 그 방식과 절차를 확립해야 한다. 이를 위한 기초 작업으로서 선진국의 대외 식량 원조 프로그램에 관해 심도 있는 연구가 이루어질 필요가 있다. 이 연구 자료는 그 첫 번째 작업으로서 미국의 대외 식량 원조에 관해 정리한 것이다. 미국은 대외 식량지원을 가장 활발히 추진하고 있으며 식량지원과 관련된 전략과 제도를 오래 전부터 완비해 왔다. 특히 관련 제도에 수혜국의 경제개발과 연계하여 식량지원을 추진하는 기술적 요소를 풍부하게 갖추고 있다. 따라서 대북 식량지원을 추진하는 우리 입장에서 참고할 만한 점이 많이 있다. 이 연구 자료가 담고 있는 주된 내용은 다음과 같다. 첫째, 미국의 대외 식량지원 전략과 P.L.480호에 대해 정리했다. P.L.480에 내포되어 있는 미국의 대외 식량지원 전략을 ①인도지원 ②개발원조 ③잉여처리라는 관점으로 조명했다. 둘째, 미국의 다양한 식량 원조 프로그램의 구조와 목표를 비교하고, 특히 개발을 위한 원조를 강조한 P.L.480의 Title Ⅲ를 중점 정리했다. 마지막으로 한국의 대북 식량지원에 대한 시사점을 제시했다.

This study deals with the food aid program of the United States and aims at providing information for the Korean policy makers who are in charge of the assistant affairs to North Korea. Korean government have made food assistances to North Korea since 1995. There is no room for doubt the fact that North Korea is much indebted for the alleviation of her food crisis to South Korean food assistance. Therefore it can be believed that the humanitarian goal of the assistance has been achieved. However, it did not achieve a strategic goal which is to promote North Korean agricultural development or the cooperation between South and North Korean agriculture through the food assistance because there was no basic strategy and steady operational programs to be going with the food assistance. South Korean government have to establish a firm formular for the food assistance to North Korea in order to attain the strategic goal. As a basic work, it needs to study on the foreign food aid program of the advanced countries. Thus, this study is a summary on the food aid program of the United States. The United States has made food assistance with great concern and has prepared for the strategy and institutions. Moreover the United States has many technical measures connected with the economic development of the developing countries. This study will furnish with useful informations. The main contents of this study are as follows; first, the U.S. Public Law 480 prescribing food aid programs is introduced. Second, the structures and goals of the various food aid programs of United States are compared each other. Lastly, some suggestions for Korean policy makers are presented.
