이 연구는 친환경농업 발전을 위해 수요측면에서 친환경농산물의 소비자 선호 및 구매행태에 관하여 체계적으로 분석하는데 목적이 있다. 이러한 연구목적을 달성하기 위해 친환경농산물 소비자의 심층적인 조사와 분석을 실시하였으며, 소비 활성화 방안을 위한 정책적 함의를 제시하였다.이 연구에서는 또한 친환경농산물 소비자의 의향 및 구매행태 분석을 통해 기존의 연구에서 간과된 가격 프리미엄의 지속 가능성 여부를 검증하였고, 새로운 시도로 소비자의 불확실성 가정하의 친환경농산물 속성에 대한 선호도 평가를 반영하여 가격 프리미엄의 구성요인에 대한 실제적인 기여도를 추정하였다.소비자 조사는 991가구를 대상으로 온라인과 오프라인 면담조사를 병행하였다. 조사가구의 특성을 살펴보면, 응답자 연령은 20대가 176명(17.8%), 30대가 433명(43.7%), 40대가 274명(27.6%), 50대 이상이 108명(10.9%)으로 30~40대가 71.3%로 대부분을 차지하였다. 응답자의 교육수준은 대졸이상이 61.5%, 고졸이하가 38.5%를 차지하였다.국산 및 수입 유기농산물의 안전성에 대한 신뢰도 비교에서 국산 유기농산물을 더 신뢰한다는 비중이 78.3%인 반면, 수입 유기농산물을 더 신뢰한다는 비중은 4.9%로 나타나 대부분의 소비자는 국산 유기농산물의 안전성에 대한 신뢰도를 높게 평가하는 것으로 나타났다.친환경농산물의 인증제도, 안전성 및 품질에 대한 신뢰도에 있어서 인증제도의 경우 87.2%, 안전성의 경우 87.9%, 품질의 경우 90.2%가 보통수준 이상의 신뢰도를 보였다.친환경농산물 구입경험자의 친환경농산물 구입시 애로사항으로 ‘가격이 비싸서’가 41%, ‘생산·유통 등에 대한 신뢰성 저하 문제’가 32.7%, ‘원하는 품목 및 포장단위가 없거나 지속적 공급 문제’가 10.3%, ‘적당한 구입처를 찾기 어려워서’가 9.2%로 나타났다.친환경농산물의 월별 지출액은 소득수준별로 차이를 보여 소득 200 ~300만원의 경우 평균 6만9천원, 600만원 이상이 19만2천원 등 평균 10만8천원으로 월평균 식료품 지출비용의 20.3%를 차지하는 것으로 나타났다.친환경농산물에 대한 소비자 행태를 로짓 모형을 이용하여 추정한 결과 연령이 낮을수록, 소득이 높을수록, 학력이 높을수록 친환경농산물 구입을 확대할 확률이 높은 것으로 나타났다.친환경농산물의 가격 프리미엄은 유기농산물 100~120%, 무농약 70~85%, 저농약 44~53% 수준으로 나타났다. 한편 소비자들이 원하는 적정가격 프리미엄 수준은 유기농산물 74~85%, 무농약 49~57%, 저농약 28~34% 수준으로 나타나 실제 구입가격 프리미엄에 비해 대체로 15~20% 정도 낮았으며, 소비자들의 친환경농산물 최대지불의향가격 수준은 유기농산물 109~121%, 무농약 79~87%, 저농약 52~58% 수준으로 나타나 현재 소비자들이 실제 시장에서 지불하고 있는 가격 수준보다 약간 높거나 비슷한 수준으로 나타났다.불확실성하에서 친환경농산물의 속성별 기여도 평가를 위한 퍼지 의사결정 분석결과, 유기농산물 ‘채소류’의 경우 ‘안전성’ 속성이 차지하는 비중이 26.7%로 가장 높았으며, ‘친환경성’이 23.1%, ‘맛’이 18.9%, ‘영양가’가 18.1%이고, ‘외관·신선도’가 13.3%로 가장 낮은 것으로 나타났다.또한 일반농산물 가격 1,000원 대비 현재 소비자들이 시장에서 지불하고 있는 유기농산물 ‘채소류’의 가격은 2,031원으로 가격 프리미엄은 1,031원이며, ‘곡류’의 가격은 2,197원으로 가격 프리미엄은 1,197원으로 조사되었다.이러한 유기농산물의 속성별 기여도와 가격 프리미엄을 기준으로 유기농산물의 속성별 가격 프리미엄을 계산한 결과, ‘채소류’의 가격 프리미엄 1,031원은 안전성 479원, 친환경성 390원, 영양가 186원, 맛 123원, 외관·신선도 -146원으로 구성되어 있는 것으로 나타났다. 또한 ‘곡류’의 가격 프리미엄 1,197원은 안전성 475원, 친환경성 401원, 영양가 216원, 맛 144원, 외관·신선도 -39원으로 나타났다.친환경농산물의 잠재적 수요 규모는 시나리오에 따라 9,752억원에서 약 1조 9,333억원에 달하는 것으로 추정되어 2005년 현재 친환경농산물 유통규모 5,777억원에 비해 1.7~3.3배까지 초과하는 것으로 나타났다. 이러한 친환경농산물의 잠재수요를 실현시키기 위한 소비 활성화 방안으로 소비자 교육·홍보의 강화가 필요하고, 신뢰도 제고를 위한 철저한 관리시스템 구축, 소비자의 요구에 부응하는 판매전략 수립 및 실천 등의 정책 추진이 필요하다.친환경농산물 소비 촉진은 농업부문의 블루오션 전략(blue ocean strategy)으로 볼 수 있다. 친환경농산물 소비 확대를 위해서는 신뢰할 수 있는 철저한 인증관리 시스템을 운용과 더불어 소비자가 저렴한 가격에 쉽게 접근 할 수 있도록 친환경농산물 전문물류센터의 건립과 대형할인점에 친환경농산물 판매코너가 확대되어야 할 것이다.
The purpose of this study is to systematically analyze the consumer preferences and purchasing behaviors toward environmentally friendly agricultural products (EFAPs) in order to facilitate the sound development of the environmentally friendly agriculture. To this end, a survey was conducted for quantitative and qualitative analyses regarding consumer purchasing behaviors. The analytical results were used to suggest policies aimed at boosting the EFAP consumption.Chapter 1 elaborates on the need of the study, and reviews the previous studies. In Chapter 2, the features and consumption structure of the EFAPs are briefly described. The concept of EFAPs, product features, and market characteristics are taken a look at, and the consumption status and the market size are explained as well. In Chapter 3, the survey results on consumers regarding their preferences to EFAPs are summarized and presented. In Chapter 4, the EFAP consumption patterns and attributes are analyzed. In Chapter 5, the forecast for potential EFAP demand and the plan to promote EFAP consumption are presented. Lastly, Chapter 6 makes summaries and comes to a conclusion.The consumer survey was conducted for 991 housewives living in Seoul and Gyeonggi Areas using the online or offline face-to-face interview. Among the respondents, those in their 20s amounted to 176 (17.8 percent), followed by those in their 30s with 433 (43.7 percent), those in their 40s with 274 (27.6 percent), and those in their 50s or above with 108 (10.9 percent). From the education perspective, 61.5 percent of the respondents were college graduates, while the remaining 38.5 percent had education of high school or below.The consumer survey conducted regarding safety of the EFAP has found that the majority of domestic consumers trust the safety of domestically cultivated organic agricultural products. In detail, 78.3 percent of those responded said that "they more trust domestically grown organic agricultural products." It was only 4.9 percent of the respondents, who said that "they more trust imported organic agricultural products."Among those who had the experience of purchasing EFAPs, 41 percent of the respondents pointed out "high price" as the obstacle to EFAP consumption. 32.5 percent mentioned "lower trust in the production and distribution process" as the barrier, followed by 10.3 percent for "inappropriate packaging size or inconsistent supply," and 9.2 percent for "inconvenience to find the appropriate place to purchase."The study found that the consumers' monthly expenses for EFAPs vary depending on the household's income level. The households with 2 to 3 million won in monthly income spend an average of 69,000 won for EFAPs, while those with 5 million won in monthly income spend an average of 154,000 won. The average EFAP expense of the households surveyed was 108,000 won, which accounts for 20.3 percent of their overall monthly expenditure for food.The EFAP consumers were found to pay 100 to 120 percent more for organic agricultural products, 70 to 85 percent more for no-pesticide agricultural products and 44 to 53 percent more for low-pesticide agricultural products compared with the regular agricultural products' market price. Meanwhile, the premium level for consumers willing to pay were found to be 74 to 85 percent with organic products, 49 to 57 percent with no-pesticide products, and 28 to 34 percent with low-pesticide products. Those levels show that the current level of market premium for EFAPs is 15 to 20 percent higher than their desired level.In relation to the consumer behaviors toward EFAPs, the Logit model was applied for analysis. The finding was that the younger consumers with higher income and higher education are more likely to purchase EFAPs.The fuzzy multi-criteria decision making method was applied to find out the EFAP purchasing consumers' behaviors under uncertainty and ambiguity. The analytical result showed that in case of organic vegetables, "safety" affected 26.7 percent of the EFAP purchase decision making, followed by "environmental friendliness" with 23.1 percent, "taste" with 18.9 percent, "nutritional value" with 18.1 percent, and "appearance/freshness" with 13.3 percent.On the assumption that regular agricultural products are priced at 1,000 won, it was found that consumers pay 2,135 won to purchase organic "vegetables" at maximum. It means that they pay extra 1,135 won to purchase EFAPs. In case of "grains", the consumers were found to pay 2,212 won to purchase environmentally friendly grains at maximum, paying 1,212 won more than regular grains.The price premium of organic products was calculated by value attribute. It was found that the price premium of "vegetables" is 1,135 won, which is divided into 506 won for safety, 414 won for environmental friendliness, 205 won for nutritional value, 142 won for better taste, and -132 won for appearance/freshness.The potential demand of EFAPs is estimated to be 975.2 billion won to 2,562.7 billion won according to the scenario. This is 0.7 to 3.4 times higher than the current EFAP distribution size of 577.7 billion won as of 2005.The EFAP consumption promotion can be regarded as the blue ocean strategy in the agricultural sector. To transform the potential demand for EFAPs into reality, it is necessary to strengthen consumer education and promotional efforts. The strict EFAP certification management system should be established to enhance consumer credibility in EFAP products, and the appropriate sales strategy is needed to respond to consumer needs.
