임업부문 직접지불제 도입의 필요성과 방향

Abstract

그동안 임정은 산림의 녹화에는 성공하였으나 산림에 대한 다양한 요구와 변화하는 국제적 환경의 변화에 능동적으로 대비하지 못했다. 이를 극복하면서 생산 임가의 소득을 안정시키기 위해서는 새로운 정책수단의 도입이 필요하다. 이를 위해 이 연구는 WTO 협정에서 인정하고 있는 직접지불제의 도입을 검토하였다. 즉 직접지불제가 가지는 의미, 임업 부문에 대한 도입 필요성과 가능성, 추진 방향 및 정책 과제 등을 검토하여 제시함으로써 산림·임업을 둘러싼 문제의 해결을 모색하고자 하였다. 임업부문에 있어서 직접지불제는 산림이 가지는 다원적 기능의 유지 및 증진을 위해서 필요하다. 도입유형으로서는 산림정비직접지불제, 특정목적의 산림서비스생산을 위한 직접지불제, 도시근교 자연환경보전 직접지불제, 조건불리(산촌)지역 직접지불제, 밤, 대추 등 단기소득임산물에 대한 친환경임업직접지불제 등이 있다. 이들 직접지불제를 도입할 경우 지불대상, 지불규모 등에 대해서 뿐 아니라 새로운 제도의 도입에 대한 국민적 공감대를 형성하고 이를 바탕으로 파급효과가 큰 사업부터 시범사업을 통해 단계적으로 도입하는 것이 필요하다. 그리고 직접지불제를 효과적으로 도입·운영하기 위해서는 통합관리가 가능한 전문부서를 마련하고 직접지불제와 관련된 각종 의사를 모으고 조정하는 정책협의회를 구성하여 산림청 내에 상시기구로 운영하는 것이 필요하다. 이러한 일련의 내용들은 장단기적인 도입전략과 계획하에서 단계적으로 이루어져야 하며, 세부적인 후속 연구들이 뒷받침되면서 동시에 직접지불제 수용을 위한 법적 제도적 장치를 마련해야 할 것이다.

The purpose of this study is to take a look at the need of introducing a direct payment program to the forestry sector and to suggest a proper direction. In order to achieve this purpose, domestic and foreign case studies on the direct payment programs in the agricultural and forestry sectors were reviewed. The results of the study can be summarized as follows: First, the direct payment program should be introduced to the forest sector to facilitate sustainable forest management via income compensations to non-productive forest land in the remote mountain areas of conserved mountain villages, which are the bases of achieving sustainable forest management. Second, the introduction of Forest Direct Payment Program (FDPP) is needed for non-marketable public benefits, such as prevention of soil erosion, air purification, wildlife habitate protection, water quality enhancement, and biodiversity conservation. Under the program, forest owners providing environmental goods and services for the people for nothing can be compensated. Third, regarding forest products cultivated to generate short term income, such as chestnut and oak mushroom, the cases and models of Direct Payment Programs applied to the agricultural sector can be utilized.Researchers: Chang Cheol-su, Seok Hyun-deok, Lee Sang-minE-mail address: cschang@krei.re.kr
