2007년 주요 재정사업 모니터링 (산림이용본부)

Abstract

최근 산림이 갖는 생물다양성 보전, 목재문화, 산림휴양, 이산화탄소 흡수, 수자원 보호 등 다양한 기능에 대한 이해와 그 중요성 인식이 증대됨에 따라 국가 산림정책은 산림자원의 관리와 활용에 있어 커다란 변화를 요구받고 있다. 이를 위해 앞으로 산림정책은 산림의 생태적 건전성을 유지하면서 경제적 편익과 공익적 기능이 증진되도록 산림자원을 지속 가능하게 유지하고 관리하는 것이 필요하다. 산림청은 이를 위해 국가 전체 산림을 이용하고 지속가능한 관리가 이루어질 수 있도록 산림경영계획 작성, 사유림경영 촉진, 산림조합 육성, 임업유통?가공구조 개선, 임산물소득 지원, 산촌생태마을 조성, 목재이용가공 지원, 산림휴양시설 지원, 산림휴양시설 조성 등 9개 주요재정사업을 실시하고 있으며, 각 사업이 효율적으로 운영되도록 사업마다 목표와 성과지표를 설정하여 성과관리를 추진하고 있다. 이를 위해서는 사업진행과정을 평가하고 그 결과를 환류(feedback)하여 궁극적으로는 산림사업의 품질향상을 도모하기 위한 모니터링 평가가 필요하다. 이 연구보고서는 2007년 산림청 산림이용본부의 주요 9개 산림사업의 사업시행과 재정사업에 대하여 모니터링하고, 이를 바탕으로 해당 산림사업의 문제점을 파악하고 바람직한 개선 방향을 제시하여 궁극적으로 국가산림의 보존, 이용 및 지속가능한 관리에 기여하는 것을 목적으로 하고 있다.

We have recognized the importance of various functions of forest: purifying air, reserving water, and providing recreational opportunities. The Korea Forest Service recognizes these demands and responds by way of launching major forest projects. In order to efficiently respond to the demands, the Korea Forest Service is launching projects to monitor financial performances of major forest projects. The purpose of this study is ultimately to drive a sustainable forest management by way of verifying problems of the forest projects and providing desirable solutions for the major forest projects. The monitoring project consists of nine sectors: Forest Management Plan, Private Forest Management, Forestry Association Upgrading, Forest Product Marketing and Manufacturing Structure Improving, Forest Production Support, Mountainous Village Building, Supporting of Wood Utilization and Manufacturing, Supporting Forest Recreation Facilities, and Building Forestry Recreation Facilities. Though several problems in each project are revealed, the monitoring results show that each project generally performs well. Most of the revealed problems are being fixed by way of feedback.
