2007년 주요 재정사업 모니터링 (산림보호본부)

Abstract

최근 산림이 갖는 생물다양성 보전, 목재문화, 산림휴양, 이산화탄소 흡수, 수자원 보호 등 다양한 기능에 대한 이해와 그 중요성 인식이 증대됨에 따라 국가 산림정책은 커다란 변화를 요구받고 있다. 이를 위해 앞으로 산림정책은 산림의 생태적 건전성을 유지하면서 경제적 편익과 공익적 기능이 증진되도록 산림자원을 지속 가능하게 유지하고 관리하는 것이 필요하다. 하지만 산림 내?외부에 걸쳐 산불, 병해충, 자연재해 등 산림자원을 훼손하고 소실시키는 여러 장해 요인들이 존재하고 있으며, 산림자원의 지속가능성은 이러한 장해 요인들에 의해 위협을 받고 있다. 이에 대해 산림청은 국가 전체 산림을 보호하고 지속 가능한 관리가 이뤄지도록 산림자원보전, 지방수목원?박물관 운영, 국립수목원 보전관리, 산불방지, 산불헬기 운영, 사방, 임도, 산림병해충 방제 등 8개 주요재정사업을 실시하고 있으며, 각 사업이 효율적으로 운영되도록 각 사업마다 사업목표와 성과지표를 설정하여 성과관리를 추진하고 있다. 이러한 성과관리가 산림 사업의 품질 향상으로 이어지기 위해서는 사업진행 과정을 평가하고 그 결과를 환류(feedback)하도록 하는 모니터링 평가가 필요하다. 이 보고서는 2007년 산림청 산림보호본부의 주요 8개 산림사업의 사업시행과 재정성과에 대하여 모니터링하고, 이를 바탕으로 해당 산림사업의 문제점 파악 및 바람직한 개선 방향 제시를 통해 궁극적으로 국가산림의 보호 및 지속가능한 관리에 기여하는 것 을 목적으로 하고 있다. 모니터링 대상사업은 산림자원 보전관리, 지방수목원·박물관 운영, 국립수목원 보전관리, 산불방지, 산불헬기운영, 사방, 임도, 산림병해충방제 등 8개 사업이다.

We have recognized the importance of various functions of forest: purifying air, reserving water, and providing recreational opportunities. The Korea Forest Service recognizes these demands and responds by way of launching major forest projects. In order to efficiently respond to the demands, the Korea Forest Service is launching projects to monitor financial performances of major forest projects. The purpose of this study is ultimately to drive a sustainable forest management by way of verifying problems of the forest projects and providing desirable solutions for the major forest projects. The monitoring project consists of eight sectors: Forest Resource Conservation and Management, Public Arboretum and Museum Management, Korean National Arboretum Management, Forest Fire Control, Forest Fire Aviation Control, Erosion Control, Forest Roads Control, and Pest and Disease Control. Though several problems in each project are revealed, the monitoring results show that each project generally performs well. Most of the revealed problems are being fixed by way of feedback.
