- This consulting report is intended to introduce the results of consulting project (15th November, 2006 through 15th April, 2007) financially supported by the Ministry of Agriculture and Forestry (MAF) of Korea. The consulting has been implemented by the Korea Rural Economic Institute (KREI) for the rural development experts and officials of the Ministry of Agriculture and Rural Development (MARD) and the National Institute of Agricultural Planning and Projection (NIAPP) of Vietnam in enhancing their capacity to make rural development plans and create Vietnamese model of rural development.
Vietnam has witnessed 7.5% of annual GDP growth rate on the average for 2000-2005 period, whereas the growth rate in agricultural sector is only 3.8%. The discrepancy has brought growth gap, not only leading to political instability but blocking sustained economic progress. Agricultural and rural development, therefore, becomes crucial policy task for the Vietnamese government to solve.
The consulting project had been formed as part of agricultural cooperation efforts between Korea and Vietnam; it is to assist and support Vietnamese experts and officials to create Vietnamese model of rural development based on Korean rural development experiences so that it can be disseminated into the nation and contribute to the rural income increase and poverty alleviation. Also, it was for the Korean MAF to prepare for the expanding international cooperation in agricultural sector and to develop a model for the rural development in developing countries.
The MAF designated the KREI and the NIAPP as agent institutes, and for the mission, a project MOU was signed and the documents were exchanged between the two institutes.
Following the MOU, a five-day training course about rural planning techniques and regional development methodology was provided to Vietnamese officials in Hanoi from 18th December, 2006. The KREI consultants and the NIAPP research team members selected two project rural villages--Hoa An village in Bac Giang Province and Giua village in Phu Tho Province--, and implemented analysis of the current situations of the villages. They also derived development needs from local government officials and residents, finally formulating action plan.
In April 4, 2007, a national workshop co-hosted by the KREI and the NIAPP was held with more than fifty participants. In the workshop, draft of action plan for the two pilot communities prepared by the KREI consultants and the NIAPP research team was presented including investment plan.
Five Vietnamese officials visited Korea including such high-ranking officials as director of the MARD and deputy director-general of the NIAPP for five days in early February 2007. The visit was made for the purpose of creating favorable environment for this project in the Vietnamese governmental offices, experiencing the Korean rural development, and directly discussing with Korean government counterparts about bilateral cooperation.
Through the project, the following four points can be raised as accomplishments; firstly, it enhanced the capacity of the local officials and NIAPP experts to pursue community-based rural development projects by educating the Saemaul Undong methodology. Secondly, five NIAPP researchers who had had experiences in rural development were selected and they participated in training and survey, which has enabled them to become experts in community-based rural development. It is expected that they will play important roles in creating guidelines for Vietnamese rural development policy and they will be field advisors. Thirdly, by inviting high-level government officials and decision-makers of MARD and NIAPP of Vietnam to Korea and providing them with the opportunities to have meetings and to look around Korean rural villages, it has contributed that they got self-assurances about the adaptability of Korean experiences to Vietnam. Finally, the project was itself a stepping stone so that the action plan of two villages can be realized through the second phase project. It is expected that, after the second phase project, a basis on which a rural development cooperation model for developing countries can be built.
