최근 유가(油價) 급등의 영향이 다방면에서 나타나고 있다. 유가 급등으로 인한 영향이 가장 큰 부분을 꼽으라면 아마도 축산업계일 것이다. 유가가 급등하자 사료곡물에서 에탄올을 추출하려는 대체 수요가 늘어나 결국 사료곡물 가격 급등으로 이어지고 세계 물동량의 증가에 따라 해상운임 또한 급등하고 있기 때문이다.
연구의 수행 도중인 지난 8월 16일 원유가격이 20.5% 인상됨에 따라 낙농가 경영수지가 어느 정도는 개선될 것으로 판단된다. 따라서 연구의 방향을 장기적인 관점으로 전환하여 작성하였다. 즉, 이 연구에서는 주로 비용절감에 초점을 맞추어 방안을 제시하였다.
이 연구에서는 미국과 일본의 낙농경영안정대책을 소개하고, 원유가격 현실화방안과 농외소득증진방안 등을 제안하고, 낙농 헬퍼육성 등을 적극 제안하고 있다 The financial condition of dairy farms became worse during the past 6 years because the raw-milk price received by dairy farmers stays constant although the feed price and TMR price rose a lot. The result of analyzing the financial condition of dairy farmers shows that the net profit of dairy farmers in 2008 will drop substantially because the cost of making raw milk will increase by 20 percent from the previous year.
There are many kinds of dairy policies in other developed countries such as the U.S.A, E.U., and Japan. The policies are for stabilizing the financial conditions of dairy farmers. They can be categorized into three parts. One group is about international trade policies such as export subsidy or import tariffs. Another group is about domestic policies such as price support, marketing orders, or direct payments. The last group is about subsidies to dairy farmers for sustaining environments such as clarifying air conditions or reducing water pollutions.
This study suggests following several options for domestic dairy policies to help the financial conditions of domestic dairy farmers. 1) Collecting money for stabilizing feed prices 2) Preparing one-stop service consulting network 3) Improving marketing channels of roughage, 4) Admitting the farmers’ corporations to have import quota 5) Re-considering the plan of reducing the quota of roughage 6) supporting dairy-cow reforms and technical improvements 7) Research to increase milk consumptions 8) Introducing price differentiations for raw milk according to its final use, its use in time (seasonality), and its components 9) Improving the quality of raw milk 10) Making complexes for dairy farms
