농산물 안전관리 제도의 적용실태와 개선방안 : GAP를 중심으로

Abstract

최근 농산물의 안전 관리에 대한 정책 수요가 높아지고 있는데, 이는 소득 수준 향상에 따른 우리 국민의 관심 증대와 농산물 생산·가공·유통과정의 산업화·규모화에 따른 식품 위해 사고 발생 빈도 증가 등에 따른 결과이다. 그동안 정부는 농산물의 안전성 수준을 제고하기 위해 몇 가지 안전관리 제도를 운영해 왔는데, 그 중 우수농산물관리제도(GAP: Good Agricultural Practices)는 농림수산식품부가 의욕적으로 추진하고 있는 농산물 안전관리 제도중의 하나이다. 3년간의 시범 사업 후 2006년부터 본격적으로 운영되고 있는 GAP 제도는 제도 차체의 우수성에도 불구하고 아직 성공적으로 정착하지는 못하였다. 이 보고서는 우리나라의 농산물 안전관리 제도 중에서 GAP의 적용 실태와 향후 발전 방안을 제시하는 데 주요 목적을 두고 작성되었다. 주요 연구 내용은 우리나라 농산물 안전관리제도의 여건 및 현황, 우수농산물관리제도(GAP)의 적용 실태, 선진국의 GAP 적용 현황 및 시사점, GAP의 개선 방안 등으로 구성되어 있다.

Among the safety management systems of agricultural products in Korea, GAP(Good Agricultural Practices) is one of the most effective systems, which manages safety of agricultural products from farm to table. Even though Korean government has continuously shown the endeavor to get GAP off the ground, GAP does not successfully work yet. The main goal of this research is to analyze the current shape of GAP in Korea, and then to showcase a few suggestions to improve GAP system. Empirical analyses present the current problems of Korean GAP system: low level of recognition about GAP, imperfect system of traceability, shortage of facilities for GAP products, and insufficient financial compensation to participants. In order to solve these problems, this research suggests several things as following: to increase the market size of GAP products, to improve the GAP system, to offer more powerful infrastructure for GAP participants, and to strengthen public relations about GAP. Basically, Korean government needs to know that GAP is not “certification” to guarantee the safety or quality of agricultural products, but “system” to manage the level of safety of agricultural products from farm to table.
