The newvision for the 21st century is established as "the construction of a forestrycountry for the affluent life of the people." Under this catch phrase, threemain concepts are included the creation and conservation of sustainable forestecosystems, forestry and its related industries raised as high technologyindustries, providing various forest services for abundant people's lives.The results of this study can be used as basic information for directing along-term forest policy because this study was conducted based on the changes ofthe environments surrounding forests in the 21st ntury.
