For this,the general characteristics of the RSDP have been surveyed and a case study ofthe RSDP has been performed for Young-moon new village construction project. Thefollowing points have become clear from the above investigations. The RSDP hasmore stressed on the importance of the roles of the local government and theresidents than other local development projects. However, local governments'roles and people's participation are limited. In this sense, the RSDP is a sortof transitory one from the top-down to the bottom-up system.
