This paper examines the background and the implementation means of Japanese
conservation policy of terraced paddy fields in hilly and mountainous area in
order to suggest an effective conservation means for arable lands in mountainous
areas in Korea.
For the last decade, Japanese central and local government have used various
policies to conserve terraced paddy fields which have environment values.
The attempts for the conservation of terraced paddy fields in Japan consist
of land readjustment to reduce labor, utilization of terraced paddy fields by
tourist resources and rural-urban exchanges through ownership farming.
