북한의 7·1 경제관리개선조치와 농업개혁 전망

Abstract

호주의 쇠고기 산업은 다양한 국내외 수요를 충족시키기 위하여 지역 특성을 고려하여 육용우 생산체계를 발전시켜 왔다. 생산자들은 호주 국내 소비자들이 선호하는 연도가 양호한 고기를 생산하기 위해 어린 소를 출하하고, 곡물을 급여하는 비육장 수요를 위하여 비육용 소를 출하하며, 일본시장으로 수출하기 위하여 곡물급여를 바탕으로 300일까지 장기비육을 한 후 출하한다. 그리고 미국시장의 가공용 수요를 충족시키기 위하여 부가가치가 낮은 늙은 암소를 출하한다. 일본과 미국이 호주 쇠고기 수출량의 70% 이상을 차지하고 있다. 한국이 호주의 쇠고기 수출시장 규모로 세 번째를 차지하고 있으나 수출 규모면에서 두 국가와는 차이가 크다. 그러나 호주는 한국으로 쇠고기 수출량을 증가시키기 위하여 한국 소비자들이 선호하는 지방교잡도가 높은 곡물급여 쇠고기 생산을 증가시켜 나가고 있으며, 한국으로 수출하는 물량 중 곡물급여 쇠고기 비중도 13%에 불과하지만 지난 몇 년간 추이를 볼 때 매우 빠르게 증가하고 있다. 호주는 쇠고기 산업에 대한 가격지지나 수출보조와 같은 지원 구조를 가지고 있지 않지만 쇠고기산업 참가자들로부터 거두어들인 거래세(transaction levies)를 통하여 마케팅과 소비촉진 등에 대해서는 호주축산공사(MLA)를 통하여 적극적인 지원을 하고 있다. 한국시장에서 호주산쇠고기의 이점 중 하나는 clean-green 이미지이다. 특히 미국에서 광우병 발생 이후 이러한 장점을 더욱 더 부각시키고 있다. 이러한 이미지는 한국시장에서 쇠고기를 판매하는 데에 있어 중요한 마케팅 전략의 한 부분으로 자리를 잡을 것으로 전망된다. 향후 국내 고급육 시장에서 한우고기와 더불어 미국산 쇠고기와 호주산 쇠고기의 경쟁이 더욱 치열해질 전망이어서 국내 고품질 한우고기의 생산과 유통의 선진화, 경쟁력 있는 브랜드육 육성은 매우 시급한 과제이다.

It has been proven that the July Economic Reform made a real difference in raising agricultural production. The driving factors behind the positive results were favorable weather, more fertilizer through international aid, the reduction of blight and harmful insects, and the improvement of irrigation. Except for the July Economic Reform and motivation, however, those physical factors would have not produced synergistic effects like they did. Indeed, if the farmers had been given a fixed income without additional incentives, the production would have not increased as high. Another motivation is that the farmers’ markets turned into general markets in March 2003 when they received government supports. This reform regarding trade affords an opportunity for farmers to raise their income. In that regard, the success of the July Economic Reform is of great significance to the recovery of North Korean agriculture.
