농촌 지역 활성화 정책의 평가와 발전 방안

Abstract

지방자치제가 실시된 이후 ‘지역 활성화’라는 말은 농촌에서도 꾸준히 제기되는 중요한 가치이자 목표가 되었다. 최근 10여 년 동안 농촌 지역에서 일어난 경제적·사회적 변화에 대응하여 많은 정부 정책들이 새롭게 설계되고 시행되었다. 정책 추진의 밑바탕이 되는 법률적·행정적 체계도 크게 변화하였고, 정책 사업을 시행하는 농촌 현장에서는 다양한 활동 주체들이 등장하여 끊임없이 새로운 접근방법을 실험하였다. 많은 사람들이 끈질기게 시도했던 그 모든 노력들은 단 하나의 목표, 즉 농촌 지역의 활성화를 이루기 위한 것이었다. 이 연구는 농촌 지역 활성화를 목적으로 추진했던 그 동안의 정부 정책을 되돌아보고 혁신의 방향을 모색해야 한다는 필요성에서 출발하였다. 우리 농촌이 처한 현실이 어떻게 변화했는지에 대한 조망과 앞으로는 어떤 방향으로 변할 것인지에 관한 전망과 더불어 그 동안의 정책이 추구했던 목적, 접근방법, 추진체계 등을 비판적으로 검토하고 있다. 아울러 2000년대의 농촌 지역 활성화 정책이 표방했던 새로움을 대표할 수 있는 몇몇 중요한 정책 사업의 성과를 살펴봄으로써 개선해야 할 부분과 계승해야 할 부분을 논의하고 있다. 다른 한편으로는 농촌 발전 정책 분야의 여러 전문가들이 델파이 패널로 참여하여 과거의 정책을 되돌아보고 미래의 방향과 과제를 숙고한 내용을 함께 담고 있다.

This study aims to review the changes which are taken place in the area of rural development policy during the past decade. We analyzed extensive census data and literatures, which provide us with insights about the context that the government could not help innovating the rural development policy. To evaluate the result of that policy change and to draw some direction for future rural development policy, some experts participated in a policy delphi which we arranged for this study. Policy changes in the past decade can be summarized as followings. First, the domain of rural development policy was broadened very much. Second, the bottom-up approach was diffused widely and applied to almost every rural development projects. Third, bidding system was introduced in the central government's support measures so that competitions for the supports was tough between many local governments. Fourth, policy management system has been decentralized. Fifth, local governance was emphasized as very important factors for the outcome of rural development policy. Lastly, capacity building in rural community was regarded as essential process in rural development projects. Every experts who participated in the policy delphi agreed that those changes were necessary and that some of those changes were not realized sufficiently in the field of rural development such as bottom-up approach, local governance and capacity building.
