dc.description.abstract | The purpose of this study is to explore ways to improve the farm manager registration program introduced in 2008 to better support agricultural policies, mainly by evaluating its progress and redefining the direction of the program. The overall effectiveness of the registration program was found to be low, as the program was not connected with the agricultural policy projects. This research will, therefore, focus on addressing the primary objective of the registration program, resetting the directions of its development and refining the measures of application.
The revised directions of the development are summarized as follows:
First, the Korean Integrated Administration and Control System (KIACS) needs to be established, in which the registered data of the program play a key role as basic information.
Second, the connection of the registration program with the agricultural policy projects should be built step by step based on the ease of obtaining information and the reliability of the information.
Third, in order to meet the diverse needs of farmers, it is necessary to use the registered information as a means of foundation for implementing customized agricultural policy.
Fourth, the registration program should be operated as a certification of agricultural holdings. In the process, the criteria of agricultural holding should be established.
Fifth, it is necessary to examine the potential for statistical utilization of the registered data.
Sixth, customized policy information should be provided to meet the various needs of farmers and the registration program should be used as a means of implementing the Policy Customer Relationship Management (PCRM).
The farm manager registration program was introduced to support the farm management of agricultural holdings effectively, but the registration program has an inherent characteristic of functioning as the certification standard of agricultural holdings. Therefore, the registration program should be developed so that it can operate very well in these two dimensions. In this respect, one can draw some implications from the German farm manager registration program.
There are two concepts of the farm manger registration program in Germany. The first one is the registration of agricultural holdings under the tax law, and the other is the registration of agricultural holdings under the business support laws which promote agricultural policies. In order to be recognized as an agricultural holding under the tax law, several steps need to be taken in the registration process, including the subscription to social insurances. The registration of an agricultural holding under a business support law is not obligatory but optional. However, if not registered, one can not receive the political support such as direct payment. So the registration program functions as a prerequisite to receiving a support. In order to receive the single payment scheme (SPS) of the EU, an agricultural business entity must register its data about labor and land in the Integrated Administration and Control System (IACS) according to the regulations of the EU. A significant implication of the German system concerning the registration of an agricultural holding under the tax law is that it not only clarifies the requirements of a legitimate agricultural holding but also provides the management stability through social insurances.
