최근 수산물 유통환경은 대형유통업체, SSM의 확산과 대기업 급식사업 진출 등으로 빠르게 변화하고 있으며 이들은 수산물 가공 및 유통과정에서 소비자가 요구하는 안전·안심 체계를 갖추고 있다. 그러나 수산물 산지 및 소비지 유통 사업의 중심이 되어야 할 수협 등의 생산자 단체 역할이 미흡하여 산지 위판장, 도매시장 및 장외시장 위주의 유통체계를 개선하는 것에 한계를 보여 왔다. 그러나 정부는 2013년 수산물 유통구조 개선대책을 발표하여 수산물 산지와 소비지 유통을 FPC와 분산물류센터가 담당하여 수산물 유통구조 개선에 기여할 수 있는 계기를 마련하였다.
이 연구는 소비지 수산물 유통구조 개선의 일환인 대구지역의 소비지 수산물 분산물류센터 설립에 관한 연구이다. Background of study
The current distribution and logistics system for fishery products with its center at the wholesale markets and the curbstone markets has difficulty in effectively coping with consumers’ and markets’ demand which lays emphasis on freshness and safety. Therefore, the Ministry of Oceans and Fisheries (MOF) announced the plan for reducing the fishery products distribution structure from current at least 6 steps to 4 steps in July, 2013 in order to employ a logistics system ideal for the features of fishery products by constructing a safety system for processing and distributing the fishery products.
The MOF has a plan of establishing a fishery products distribution center(FDC) in Daegu as a comprehensive system for improving the distribution structure for fishery products. Because the Daegu fishery products distribution center is located near to Daegu and the Innovation City of Gyeongbuk, it is expected the center will contribute greatly to distributing fishery products and vitalizing consumption.
Method of study
The method is composed of analyzing paradigm change of the fishery products transaction and logistics environment by examining the changing environment of fishery products distribution, and of carrying out the SWOT analysis for schemes of improving the distribution structure for fishery products and strengthening functions thereof by enhancing functions of National Federation of Fisheries Cooperatives(NFFC). The current processing and logistics facilities of NFFC are classified into the NFFC and the member Fisheries Cooperatives for the analysis in order to examine issues and implications thereof.
An analysis is made of the effect on producers and consumers and of economical efficiency by using the EDM (Equilibrium Displacement Model) and analyzing costs and benefits. This aims to suggest the economical effects of fishery products distribution center. An analysis is made of predicted volume handled by the Daegu fishery products distribution center to predict the trend of fishery products handled in Daegu and Gyeongbuk areas.
A systematic suggestion is also made for the wholesale and retail businesses, operation schemes thereof, and schemes for vitalizing marketing in order to vitalize the Daegu fishery products distribution center operated by NFFC in the early stage.
An analysis is made of candidate locations for establishing a master plan of construction. The analysis of locations is based on spatial analysis, the analysis of cultural environment, geographical factors, sites, the environmental factors of the Daegu fishery products distribution center, and connectivity with city planning to asses the site for constructing the center. The result of analysis is used for calculating areas of the site of Daegu fishery products distribution center and of each facility and for establishing the master plan for construction thereof.
Result and implication of study
The analysis of current fishery products distribution in markets for end consumers reveals weakened competitiveness in the wholesale markets, curbstone markets and conventional markets which have been leaders in existing wholesale distribution of fishery products, while large distributors and food material suppliers are strengthening their competitiveness. NFFC’s business is classified into the NFFC and member Fisheries Cooperatives to carry out the SWOT analysis. This analysis reveals the most necessary thing is business alliance between the NFFC and member Fisheries Cooperatives in order to vitalize FPC and the fishery products distribution center The next analysis is made of feasibility and economical effects of establishing the fishery products distribution center.
The EDM (Equilibrium Displacement Model) is employed to analyze the economical effects from the constructed fishery products distribution center with respect to the benefits of producers and consumers. This analysis reveals increased social benefits of 252.5 billion won if 10% of out-of-system volume is absorbed into the system, and 330.6 billion won if 20% of out-of-system volume is absorbed into the system. The next analysis is made of costs and benefits of the Daegu fishery products distribution center on the basis of the predicted amount of sales and investment costs calculated through the predicted amount handled in the future. The analysis reveals that the analyzed ratio of costs and benefits from the Daegu fishery products distribution center is 1.23 which implies economical effects and feasibility are ensured.
The analysis of the volume handled in the Daegu fishery products distribution center is made about the Daegu commercial area and the Gyeongbuk commercial area. The items are estimated for their volume to be handled in the Daegu fishery products distribution center in the Daegu commercial area. The volume of fresh fish to be handled will be 1,255 tons in 2020, and 3,259 tons in 2030, significantly increased from 1,125 tons in 2012 thanks to the established fishery products distribution center. Frozen fishery products will increase from 1,689 tons in the base year (2012) to 5,826 tons in 2030 to be more than a half in the total volume to be handled. If the Gyeongbuk commercial area is included in addition to the Daegu commercial area, the estimate of predicted volume to be handled is 4,238 tons in 2020, 7,118 tons in 2025 and 11,018 tons in 2030 for the Daegu and Gyeongbuk commercial area.
A scheme for vitalizing operation and marketing of the Daegu fishery products distribution center is developed. For vitalized operation of the Daegu fishery products distribution center, schemes thereof are examined and analyzed to suggest that it is effective to operate wholesale business, food material supply business and retail business. It is expected that the total business target of the Daegu fishery products distribution center including food material wholesale and retail business and other business in addition to the fishery products wholesale business will be 74.8 billion won by 2020. For each business sector, the targets are 43.7 billion won for wholesale business and 31 billion won for retail business of fishery products. For competitive business, it is analyzed that wholesale business should be composed of sales by general wholesalers, scale-up retail shops, small- and medium-sized supermarkets, restaurants, catering service providers, and large distributors. Demand will be created following the construction of the innovation cities in Daegu and Gyeongbuk by operating retail shops (antenna shops), general retail business, wholesale food supply membership (will be on the first floor), and sushi centers (budget type and gourmet type, will be on the second floor).
