초고령사회 농촌의 치매관리 실태와 개선과제

Abstract

가파른 고령화를 경험 중인 농촌의 치매 유병인구는 빠르게 증가하고 있다. 치매는 대표적인 노년기 질환으로, 당사자와 가족의 삶의 질을 떨어뜨리는 것은 물론 막대한 사회적 비용과 복합적인 대응을 요구한다. 이에 조기 발견과 일상적인 관리가 무엇보다 중요하므로 적시에 적절히 활용할 수 있는 지역사회 기반의 대응체계가 필요하지만, 농촌의 현실은 녹록지 않은 것으로 우려된다. 치매관리를 위한 시설과 인력 등 자원이 부족한 것은 물론, 교통이 불편하고 적은 인구가 넓은 지역에 산포해 서비스 접근성도 떨어지기 때문이다.

이 연구는 상기한 문제 인식하에 농촌 노인의 인지건강과 치매관리 실태를 면밀하게 살펴보는 한편, 농촌에 맞는 치매관리체계 구축을 위한 정책과제를 도출하고자 수행되었다. 구체적으로 국내외 치매관리 주요 정책 동향 및 사례를 검토하는 동시에 통계자료 분석과 면담조사를 실시하고, 그 결과를 바탕으로 농촌을 위한 기존 치매관리 정책의 개선, 농업·농장, 농촌 주민과 같은 지역 자원의 활용도 증진 등 다양한 아이디어를 제시하였다.

Purpose of Research ○ South Korea is experiencing a rapid increase in its elderly population, accompanied by a growing number of people with dementia. Dementia imposes a significant burden not only on individuals and their families but also on society due to the associated care costs. For this reason, early diagnosis and preventive management are increasingly emphasized. Rural areas, where the proportion of the super-aged is particularly high, are at greater risk for dementia than urban areas, yet the conditions for managing dementia are relatively poor. This is due to limited healthcare infrastructure and a high proportion of elderly people living alone, which may delay timely diagnosis and treatment.

○ Despite these challenges, governmental efforts to improve dementia care in rural areas have been insufficient, and the issue has not received adequate attention in policy research. Therefore, this study investigates the current status of dementia and dementia care in rural Korea, reviews relevant domestic and international policies and case studies, and proposes key policy tasks necessary to build a dementia care system tailored to the needs of rural areas.
