농촌 주민의 기초 생활서비스 접근 및 이용 지원 방안

Abstract

이 연구의 목적은 저출생·초고령화 및 인구 과소화로 인해 농촌 주민들이 겪는 기초 생활서비스 이용의 어려움을 해결하기 위한 대안적 공급 모델을 제시하고, 이 모델의 지속적인 운영에 필요한 정책 지원 방안을 마련하는 데 있다. 1차 연도 연구에서 농촌 주민들이 제시한 필요 서비스 항목 중 상업 서비스 형식으로 제공되던 세탁, 음식점, 목욕탕, 상점, 오락·여가로 연구 범위를 정하고 인구 과소화 농촌 지역에서 편익을 최대화할 수 있는 공급 주체, 운영 방식, 재원 구조가 포함된 서비스 모델을 제시하고자 하였다. 이 서비스 항목들은 일상성, 관계 형성, 지역 활력 상징의 기능을 하며 농촌 지역사회 유지의 중요 함의를 갖는다.

Purpose of Research ○This study aims to propose alternative supply models to solve the difficulties rural residents face in accessing basic living services due to low birth rates, super-aged populations, and depopulation, and to prepare policy support measures for the sustainable operation of these models. Based on the necessary service items identified by rural residents in the first-year study, the scope of this research was set to laundry, restaurants, public baths, shops, and recreation/leisure, which were traditionally provided as commercial services. The study seeks to present service models that include supply entities, operational methods, and financial structures capable of maximizing benefits in depopulated rural areas. These service items are significant for maintaining rural communities as they function in daily life, relationship formation, and symbolizing regional vitality.
