저출생·초고령화 대응을 위한 협업적 농업 생산 및 경영 사례와 정책과제

Abstract

농촌의 인구 감소와 초고령화가 진전되면서 농업 생산 활동에도 여러 가지 어려움이 가중된다. 농가들이 개별적으로 생산요소를 확보하기가 점점 힘들어진다. 지역농업을 이끌어 갈 젊은 농업인을 찾기가 어려워 지속가능성 위기가 고조된다. 이런 상황에서 농기계, 농지, 노동력 등 농업 생산요소를 공동으로 이용하고 농업 노동과정의 여러 국면에서 집단적으로 의사결정 하는 ‘협업적 농업 생산 및 경영’이 대안으로 거론된다.

농업인들의 협업은 다면적으로 이루어진다. 농지를 효율적으로 이용하려고 협업적 경영체를 창설해 농지를 집적하거나, 특정한 농작업을 공동으로 수행하거나, 농기계를 공동으로 이용하거나, 지역에 새로 들어온 젊은 농업인이 안착할 수 있게 가르치고 돌보는 등 협업 활동의 스펙트럼은 아주 넓다. 이 연구 보고서에는 현재 한국 농촌 현장에서 진행되는 농업인들의 협업적 생산 및 경영의 다양한 사례를 조사하고 분석한 내용을 담았다.

Purpose of Research ○With the limits of individual farm-based responses increasingly apparent, new cooperative forms—characterized by the joint use of agricultural machinery, land, and labor, and by collective decision-making—are emerging as viable alternatives. The research empirically examines how such collaborative practices contribute to maintaining rural communities and improving the efficiency of farm management, while also emphasizing the need to establish an institutional policy framework to support these initiatives. This study aims to explore the meaning and potential of collaborative agricultural production and management systems as a strategy to ensure the sustainability of Korean agriculture amid the accelerating decline in agricultural labor and inefficient farmland utilization caused by low fertility and population aging. Furthermore, we analyze practical examples to suggest policy directions in the future.
