치유농업 기반 노인주간보호서비스의 경제적 가치 평가: 지불의사금액(WTP)

Abstract

본 연구는 조건부가치측정법(CVM)을 활용하여 치유농업 기반 노인주간보호서비스의 경제적 가치를 정량적으로 추정하고, 해당 서비스에 대한 잠재적 수요 규모와 이용자 부담 수용성을 탐색적으로 검토하였다. 이를 위해 40~64세 예비 노년층을 대상으로 설문조사를 실시하고, 집단 간 차이 분석(Kruskal–Wallis)과 회귀분석(Tobit)을 통해 지불의사금액(WTP)을 도출하였다. 분석 결과, 월평균 지불의사금액은 307,800원으로 추정되었으며, 2030년 기준 노인 인구의 10%가 이용할 경우 이용자 본인부담금을 기준으로 한 연간 총경제적 가치(TEV)는 약 5.93조 원으로 산출되었다. 차이 분석에서는 서비스 필요도, 월 소득, 성별, 학력, 가구 유형, 귀농·귀촌 의향 변수에서 유의미한 결과를 보였으며, 회귀분석에서는 월평균 지불의사금액이 서비스 필요도, 성별, 귀농·귀촌 의향 변수에서 유의미한 결과를 보였다. 본 연구는 치유농업 기반 노인주간보호서비스의 경제적 가치를 실증적으로 제시함으로써, 농촌 지역에서 해당 서비스 도입 및 운영을 논의하는 데 참고 가능한 기초 자료를 제공한다.

This study estimates the economic value of care farming–based adult day care services using the contingent valuation method and explores the potential demand size and users’ acceptance of out-of-pocket payments for these services. A survey of middle-aged adults aged 40–64 years as a prospective elderly population was conducted, and their willingness to pay (WTP) was analyzed using the Kruskal–Wallis test and a Tobit model. The estimated average monthly WTP was KRW 307,800. Furthermore, assuming a 10% utilization rate for the elderly population in 2030, the annual total economic value, based on user co-payments, was approximately KRW 5.93 trillion. Group difference analysis showed significant variations in service need, monthly income, gender, educational attainment, household type, and intentions regarding return-to-farming or rural migration, while Tobit regression identified service need, intentions regarding return-to-farming or rural migration, and gender as significant determinants of WTP. The study provides evidence to inform discussions on the introduction and operation of care farming-based adult care services in rural areas.
