것이다. 통일이후에 대비하여 농업부문의 계획수립이 보다 실효성을 갖기 위해서는 각 분야별로 구체적인 문제상황을 파악하여 이를 토대로 세부적인 계획이 수립되어야 할 필요가 있다. 이 연구의 목적은 급변통일 후 농업의 각 부문별 전략과 대처방안을 마련하는 데 있다. 그 내용으로서 첫째는 급변통일시 농업부문의 각 분야에서 나타날 수 있는 문제상황을 제시하고, 둘째는 장단기 대책과 이를 뒷받침할 수 있는 제도적 보완책을 검토한다.(2) 연구 범위 분석대상 분야는 농지사유화 및 농장개편, 식량수급, 농업생산기반 정비, 농자재 수급, 농산물 유통체계 개편, 농촌인구의 정착 대책, 농촌 정비, 축산업 진흥, 임업 및 산림관리 등이다. 통일 후 문제를 해소하고 이질적인 사회를 통합하는 데에는 많은 노력과 시간이 소요된다. 이 연구에서는 통일 후 단기적 문제상황과 대책을 중점으로 논의하며, 중장기적으로 접근해야 할 과제는 정책방향 제시에 국한한다. 각 분야별로 분석결과를 요약하면 다음과 같다.(3) 농지사유화 및 농장개편 통일 후 북한지역의 농업생산 및 경영을 안정시키기 위해서는 집단적 소유와 집단적 농업경영 상태를 신속히 해소하는 것이 필요하다. 농지의 사유화는 집단농장 구성원에 대한 분배를 원칙으로 하며, 형평성을 기하기 위해 국가가 주도한다. 사유화는 농가별 지분권 분배 후 농업경영의 적응에 따라 농지의 소유권을 양도하는 것으로 완료한다. 농장개편은 원칙적으로 농장 구성원의 총의에 의해 수행하며 적정규모를 유도한다. 집단농장 후속 경영체는 통일한국의 농업 경영체와 부합되어야 하며, 농지의 소유권이 개별 구성원에게 양도될 때까지 후속 경영체의 분할을 가급적 억제한다. 또한 국영농장을 먼저 개편하여 농장의 개편 예를 제시하고 관계법 해설 및 교육자료를 배포함으로써 적법한 농장개편을 유도한다. 국영농장의 사유화 및 개편, 협동농장의 분배 등은 체제전환기의 특수상황을 감안하여 특별 한시법을 제정하여 추진하고, 북한지역의 신설 농업 경영체에 대한 규정과 지원은 ''민법'', ''상법'' 등 통일한국의 제도와 ''농어촌발전특별조치법'' 등의 내용을 수정·보완하여 적용할 수 있다.(4) 식량 수급 식량난이 지속되는 현 상황을 전제로 급변통일을 가정할 때 통일 후 북한지역의 식량수급은 소요량이 생산량을 초과하여 통일원년인 2000년에 약 2,811천톤의 식량이 부족할 것으로 전망된다. 그 중에서 곡물은 1,768천톤이 부족할 것으로 전망된다. 식량 부족량은 2005년에 2,705∼2,870천톤, 2010년에 3,021∼3,296천톤으로 그 규모가 확대될 전망이다. 연중 통일시점에 따라 차이가 있으나 통일원년 수확기까지 북한지역의 단기 식량 부족은 남한의 재고량으로 해소할 수 있을 것으로 보인다. 그러나 통일 1년 이후에는 소진된 재고를 보충해야 하며 새로운 부족량도 해외로부터 수입해야 하는 부담이 남게 된다. 결국 통일 후 북한지역의 식량 수급 대책은 곧 남북한 지역 전체의 식량 수급 대책의 일환이 된다. 급변통일에 대비하여 부족한 식량을 최소의 비용으로 안정적으로 확보할 수 있도록 식량 수급 대책의 수립이 요구된다.(5) 농업생산기반의 정비 북한은 정권수립 초기부터 농업생산기반의 정비를 중점적으로 추진했다. 에너지 소비형 수리시설체계, 집약농법 등은 과거 농업생산의 증대에 크게 기여했다. 그러나 경제상황의 악화에 따라 에너지와 비료의 부족으로 문제가 발생하고 있다. 수리시설의 가동률이 저하되고 있으며 관리 및 개보수 소홀로 유휴화되는 비중이 점차 높아지고 있다. 비료 등 물적 뒷받침이 없는 상황에서 집약농법 고수는 토양의 악화를 초래하고 있다. 더욱이 1995년 이래 자연재해를 입은 농업생산기반의 복구가 아직도 완료되지 않은 상태이다. 통일 후 단기과제로는 가장 먼저 남북한의 관련 법 조직의 통합을 통한 제도의 정비, 1995∼96년 대홍수로 유실 매몰된 농지 및 수리시설의 복구가 필요하다. 그리고 농업용수의 확보를 위해서는 전기 원료의 공급이 시급하며 밭가뭄 피해를 줄이기 위한 심층 암반관정의 개발도 요구된다. 악화된 토양을 개량하는 것도 통일직후 시급히 요청되는 과제의 하나이다. 중장기적으로는 진행되고 있거나 중단된 대규모 농업생산기반 건설사업에 대해 타당성 검토를 하고, 이를 토대로 사업을 수행토록 한다.(6) 농자재 수급 통일 초기에는 농자재의 무상공급 또는 장기 저리 융자가 필요하다. 북한지역 공급물량은 남한지역의 농자재 생산공장을 완전가동 또는 일부 시설을 증설하여 확보하도록 한다. 새로이 공급된 농자재의 이용효율을 제고시키기 위한 기술의 교육, 연수 프로그램도 개발되어야 하며 이를 담당할 전문 인력도 파견되어야 한다. 장기적으로는 남한 농자재 공급체계를 점차 북한지역에 접목한다. 농업기계는 정부의 보조와 융자로 공급하여 기계화율을 신속히 제고하도록 하는 것이 바람직하다. 비료, 농약은 현재 남한에서와 같이 농협에서 계통 구매하는 방식과 일반소매상을 통하여 농민에게 공급되고 있는 방식을 북한에 그대로 적용하도록 하고 정부정책사업으로 하는 것보다는 농협자체사업 시행이 바람직할 것이다.(7) 농산물 유통체계 개편 시장경제체제의 관점에서 북한 농산물 유통체계의 문제점은 계획적이며 획일적인 공급행위에 의한 유통의 경직성과 자원배분의 왜곡, 급속한 공식 유통체계의 붕괴와 비공식 유통의 증가, 유통시설의 부족과 불합리한 배치, 지역간 농산물수급의 불균형 심화, 물류시설의 낙후와 생산성 저하 등을 들 수 있다. 통일직후 예상되는 심각한 식량난 해결은 긴급식량의 확보 및 수송, 분배, 유통시설의 설치·보수, 생산자재의 공급 등에 대한 종합적이고 체계적인 계획의 사전수립이 필요하다. 통일 초기단계의 단기적 유통체계 개편방향으로는 유통질서 확립과 조성을 위한 한시법 제정, 산지와 소비지시장의 조기활성화와 유통여건 조성, 거래질서 확립과 시장활동의 공개적인 조성, 농산물유통 총조사, 기초농산물에 대한 정부의 시장개입, 시장경제에 대한 교육·홍보 강화 등의 조치가 이루어져야 한다. 북한지역 농산물 유통체계 확립을 위한 중장기적 개편방향으로는 유통산업의 소유제도 확립, 유통발전 종합계획 수립, 시범적 유통주체 육성·확산 및 유통시설 확충, 유통부문 법적·제도적 정비 및 통합, 유통조성기능의 활성화와 효율적 물류체계의 구축이 이루어져야 된다. 동시에 시장경제체제로의 전환과 적응에 대한 지속적인 교육이 실시되어야 된다.(8) 농촌인구의 정착대책 급변 통일이 발생하게 되면 농업생산성의 저조, 북한 사회에 대한 불안, 남한 사회에 대한 동경 등으로 많은 인구가 농업 부문으로부터 이탈할 가능성이 크다. 특히 이동 인구가 북한의 비농업 부문과 남한 지역으로 이동할 경우 큰 사회 혼란을 야기할 가능성이 있으므로 농가 인구가 농업 부문에 계속 종사하도록 유인하는 정책이 필요하다. 농지 분배를 성인 농업 노동력의 농업부문 종사여부와 연계시킨다면 농업인구의 이동을 크게 완화할 수 있다. 한편 이와 같은 농지 분배와 연계한 농가 인구의 농업부문 체류 유인 정책은 농가 인구에 대한 적절한 재활교육, 농업생산자재의 공급, 영농자금과 생활자금의 지원, 의료보험과 연금 등 사회보장 제도가 확립되어야 효율적으로 작용할 수 있게 된다.(9) 농촌 생활환경의 정비 통일 이후 북한 지역은 농촌 취락구조가 와해되고 생활서비스의 공급 기능이 약화될 것으로 전망된다. 또한 주택의 양적인 부족과 질적인 노후화에 기인하여 신축 및 재건축 수요가 급증할 것이다. 주택 건축은 통일 2년차 이후 5년간 건설하도록 하여 조속한 농촌 주거 안정성을 보장해야 한다. 또한 주택소유권을 재편하여 소유 안정성을 보장해야 한다. 주거지 정비는 체제전환기의 특수성을 감안한 농촌 마을의 조직을 활용할 수 있고, 주민의 자발적인 참여를 유도하며, 고용 창출을 최대한도로 보장할 수 있는 "북한형 새마을 운동"을 전개해야 한다. 이 과정을 통해 북한 주민의 시장경제에 대한 교육도 병행할 수 있다. 주거환경개선을 위한 남북한 지자체간의 상호협력체의 구축과 자매결연 방식의 개발·지원을 도입하여 주거지 정비사업을 공공재원의 특별기금 형식으로 지원한다. 전체적인 농촌 정비는 급격한 개편을 지양하고 주민 생활 서비스의 공급 유지와 확충의 방향에서 개선하되, 주민 자립, 고용창출형 모델로 실시되어야 한다.(10) 축산업 진흥 북한의 축산업은 농가부업축산에 의존하고 있으며, 식량난으로 사료생산기반이 취약하고 사양기술이 낙후되어 있어 축산물 생산은 대외적으로 발표된 상황보다 현저히 취약한 실정이다. 북한 축산업은 체제전환기에 생산기반이 붕괴될 가능성이 높으며 농지의 사유화로 협동농장(국영농목장)의 축산부문이 소규모 영세화될 우려도 매우 높다. 통일 후 중장기적으로 축산물의 수요 증대가 예상된다. 단기적으로 일부 축산물을 지원하는 동시에 축산기반을 재건할 수 있는 축산진흥정책이 시행되어야 한다. 주요 정책과제는 협동농장의 축산작업반과 전문화된 국영목장을 재건하는 프로그램의 개발이다. 이를 통해 축산의 영세 부업화를 지양하고 규모의 경제를 이루어 국제경쟁력을 제고할 수 있다.(11) 임업 및 산림 관리 통일 직후 단기적으로는 산림황폐지 복구사업을 추진하는 한편 북한과 남한지역의 산림관리를 통합하는 준비를 해야 한다. 중장기적으로는 산지자원화와 경쟁력 있는 임업 육성을 위한 기반을 조성하는 데 산림정책의 목표를 둔다. 산림 황폐지 복구에서 우선되는 사업은 사방사업이다. 이는 하절기의 집중호우로 인한 홍수피해를 막기 위해 필수적이다. 연간 사방사업 가능물량은 산지사방사업 8,000ha 야계사방사업 1,000km, 사방댐은 100개소에 달하며, 이를 수행하기 위한 인력과 재원을 확보해야 한다. 조림사업은 북한주민을 동원하는 범국민 식수 체제로 사업을 시행하는 방안을 강구한다. 통일 후 중장기적인 산림정책을 세우기 위해서 북한지역의 산림관리 실태를 파악해야 한다. 또한 산지소유권 정리 및 산지이용계획 수립이 필요하다. 북한지역 산지이용의 기본방향은 북한지역을 목재생산중심으로 육성하고 통일 후 산지의 도시적 용도에 대한 수요가 급증할 것을 대비하여 이에 대한 산지공급 기능을 확보해야 할 것이다.
The objective of this study is to provide theperspectives of emerging problems and long and short-term planning strategiesfor North Korea's agricultural sectors after the unification under the incidenceof sudden change in North Korea. The research subjects are the privatization offarmland and restructuring of cooperative farms, supply and utilization of foodresources, consolidation of the agricultural production infrastructure, supplyof agricultural machines and materials, reorganization of agricultural marketingsystems, resettlement of rural resident, rearrangement of rural areas,encouragement of livestock sector, and forestry and forestry management. Theresearch results are as follows. After the unification of North and South Korea, it would beimpending to solve the collective farms' ownership and management forstabilizing the farming in North Korea. The privatization of farmland should bebased on the principle of distribution to the farmers residing in theircollective farms. The right to the use of land should be allocated to thefarmers first, and depending on their adjustment to the farming, the ownershipof farmland should then be transferred to the farm household. The collective farms would be reorganized by the consensus ofcollective farm individuals. Reorganized farm operation should comply with therule of the unified Korea's farm operation. Before the transferring of ownershipto individual farmers, reorganized farm should be restrained fromdivision. To support the privatization and reorganization of thecollective farms, the congress should enact a special law temporarily that willcomply with the civil and commercial law of the unified Korea. It is expected that the food shortage of North Korea wouldincrease the food import demands after unification. There are two ways forsolving the food shortage problem. One is the enhancement of supply ability fromabroad and the other is the rise of domestic food supply. Food supply fromabroad could be attained from, such as the diversification of the import channelin the international grain market and the development of the overseas farm bythe private companies. To enhance the domestic supply of food, provision ofgovernment support is necessary for consolidating the infrastructure ofproduction and disseminating the agricultural technology to catch up with thelevel of South Korea's production capacity. Due to energy shortages, North Korea faced the shortage ofwater supply although irrigation systems are well established. Because of theexcessively performed policies for cultivating farmlands, the forests andmountainous areas have been devastated. After reunification, restoring thefunction of existing irrigation systems, and reforming soil structures will beneeded for enhancing food production in the short-run. For the middle- andlong-run, plans for readjustment of agriculture production bases for enhancingproductivity in agriculture should be established and performed. After the unification, agricultural inputs will be absolutelyinsufficient in North Korea, and therefore plans for efficient supply ofagricultural inputs world be needed. At the early stage of theunrification agricultural inputs supplied freely or financially is desirable. Toinsure the quantity of inputs for North Korea, the agricultural input companiesof South Korea will have to operate fully their production capacity or need toexpand available equipments. For the long run, it would be necessary for theagricultural input supply system of South Korea to be applied to North Korea.The subsidies for farm machinery will increase the rate of farm mechanizationrapidly. Fertilizers and agro-chemicals will be supplied in the open marketssuch as South Korea. To avoid severe food crisis right after the unification, theplanning of food security and distribution must be established in the beginningstage. In the early stage of the unification, the legislation of temporary lawfor the settlement of distribution order, the establishment of distributionconditions to connect producers and consumers, the total survey for agriculturalproduct marketing, the education and advertizing of market economy, etc will beneeded. In the mid and long run, it would be recessary for the development ofdistribution system, the establishment of total planning for distributiondevelopment, the spread of model distribution system, the revision of law andinstitution related in agricultural product distribution and the vitality ofagricultural marketing to be propelled. By the year 2000, the farm population of North Korea will reachabout 8 million, and the farm households will be 2 million. Since the farmsector of North Korea embraces more people than its productivity capacity, alarge portion of farm people will be moved out from the sector. About 5.6million people are estimated to migrate from the farm sector, if there is nopolicy measures to hold the people in the farms. This number is big enough tocreate socio-economic and political problems both in the South and North Korea.At the same time, agricultural productivity of North Korea will be reduced ifsuch a population migrated from the farm sector suddenly. Three policy measures are necessary for farm people to settle downin the farm sector: land policy, social security policy and farming supportpolicy. The farm land must be privatized and be given to the farm people whohave been living in the collective farms under the condition that they willremain and cultivate farms. However, the farm people are only allowed to holdthe land up to a certain period, and the full privatization will be followedafter a few years. The farmers pension program must be linked to the farm peoplestaying in the farm sector, and the government favored loans for farm operationand living must be provided to the farmers. An intensive education and extensionprogram should be provided to the farmers to adopt agricultural technology andproduction material successfully which will be provided from the South. The privatization of housing could stabilize the resettlement ofresident in rural areas after the unification. Rural areas could be consolidatedby applying the integrated rural development program, such as 'Saemaul Movementfor North Korea' in the transition period. For improving the residentialenvironment, cooperation between North and South Korea's local government,establishment of sisterhood, and provision of public fund to those areas will beneeded. Consolidation of rural residential area should not be radically changedand should be implemented through the provision of better services on quality oflife, the type of self-help by residents and creating jobs. After the unification, livestock production basis in North Koreamight collapse due to the illegal slaughtering. Also, collectivefarms(state-governed farm) would be changed to small and petty livestock farmsas a side job. The competitiveness of livestock products could be attained bythe economies of size. To maintain the large scale of livestock farm, Work-Teamfor livestook in collective farm should be transformed into the cooperative orenterprise specializing in the use of the grassland. In addition, a number of tasks should be pursued in the field offorestry after the unification in both short and long run. The tasks to bepursued in the short-run are relatively urgent tasks, such as rehabilitatingdesolate mountains, planting trees for firewood, substituting fuels used in thecountrysides for the firewood, re-employing forest labors, privatizing andclassifying the utilization system of mountainous areas, and restructuringforest administration systems. Most tasks will be continued for the long-run,except rehiring forest labors. New tasks should be pursed for the long-run, suchas the reforestation of mountainous areas and development of mountainousvillages.
