요 약 개방화시대하에 국내농업의 생존전략차원에서 국내 농산물의 안전성 확보는 농정의 필수조건이다. 선진국들은 소비자의 식품안전 기대수준이 급상승함에 따라 식품안전관리의 원칙과 가이드라인을 제시하고, 정책의 새로운 틀을 마련하고자 법을 정비하고 행정조직의 개편을 추진해 왔다. 우리나라는 품목별, 유통단계별로 다원화된 행정과 법체제로 안전관리에 많은 비효율성을 지니고 있다. 본 연구는 식품안전관리의 효율성 제고를 위해 국내 식품안전관리체계를 평가하여 당면과제를 발굴하는 한편, 선진국의 식품안전관리시스템 변화를 벤치마킹하고 시사점을 도출하여 국내 안전관리체계의 선진화 방안을 제시하고자 수행되었다. 연구내용은 크게 국내 식품안전관리체계 평가, 선진국의 식품안전관리체계 특징 분석, 선진형 식품안전관리체계 도입방안의 3부분으로 구성되었다. 식품별 안전관리체계의 당면 문제를 요약하면 다음과 같다.1) 식품안전근거법의 일관성이 결여되어 있다. 식품안전근거법령이 품목별로 식품위생법과 관리부처의 해당법률(농산물품질관리법, 축산물가공처리법, 수산물품질관리법 등)로 다원화되어 식품안전관리의 일관성 유지가 어렵다.2) 위험평가기능이 매우 취약하다.3) 식품 위해기준 설정이 미흡하다. 위해물질의 잔류물질허용기준(MRL)은 사용되는 약품이나 농약, 방출되는 중금속이 크게 증가하면서 설정확대가 요망된다.4) 기관 간 공조체제 구축이 미흡하다. 식품안전성관리는 생산(수입)단계에서부터 소비에 이르기까지 관리주체가 다양하기 때문에 일관된 안전성관리를 위해 기관 간 공조체계 구축이 매우 중요하다.5) 선진형 위험 관리수단의 정착기반이 미흡하다. 최근 시행되고 있는 위해요소중점관리제도(HACCP), 우수농산물관리제도(GAP), 이력추적관리제도(traceability)의 국내 실정에 맞는 모델 개발과 메뉴얼 작성 등 시행기반구축이 미흡하다.6) 식품정보공개와 소비자 참여 장치가 미흡하다. 현재 위험평가와 관련한 정보는 거의 공개되지 않고 있다. 소비자로 하여금 식품안전에 대한 감시나 홍보에 직접 참여토록 유도하는 것이 정책효과를 높일 수 있다.7) 체계적인 교육과 홍보가 미흡하다. 생산자의 안전농축수산물생산에 대한 인식이 낮으므로 지속적인 교육을 통해서 안전의식을 고취해야 한다. 소비자의 안전식품에 대한 교육 및 홍보도 매우 제한적으로 실시되고 있다.8) 식품안전관련 통합정보망이 구축되지 않아 위해발생시 신속한 대처와 효율적인 위생안전감시가 어렵다. 선진국 식품안전정책변화의 특징은 첫째, 식품안전성 확보를 위해 푸드체인 모든 과정의 식품위해요소를 일관 관리하는 정책이 시행되고 있는 점이다. 둘째, 과학주의에 입각한 정책을 수행하고 있는 점이다. 선진국들은 효과적인 식품위험관리를 위해서 위험분석원칙을 도입하여 정책을 수행하고 있다. 셋째, 소비자의 식품안전정책에 대한 신뢰를 높이기 위한 정보공개 및 소비자위원회설치 등 식품안전을 소비자 문제 중에서 가장 우선순위로 두고 정책을 추진하고 있다. 선진국들은 식품안전관리정책변화에 따라 식품안전과 관련한 법, 조직 및 제도를 정비하였으며, 그 특징을 요약하면 다음과 같다.첫째, 위험분석 원칙 도입을 위해 우선 위험평가기능을 강화하였다. 객관적이고 투명한 위험평가를 위해 평가기구를 독립시키고, 각 부처에 분산되어 있는 평기기관을 통합시켜 기능을 강화하였다. EU의 유럽식품안전청(EFSA), 프랑스의 식품위생안전청(AFSSA), 영국의 식품기준청(FSA) 등이 이에 해당된다. 둘째, 식품위험관리가 특정기구에 집중되고 일원화되는 경향이 있다. 영국 FSA , 캐나다 식품검사청(CFIA), 독일 소비자보호식품청(BVL), 뉴질랜드 식품안전청(NZFSA), 덴마크 수의식품청(DVFA), 스웨덴 국립식품청(NFA) 등이 위험관리 일원화기구에 해당된다. 셋째, 통합식품법 제정이 이루어지고 있다. 유럽 등 선진국들은 최근 식품안전관리체계 개편을 위해서 통합 식품법의 제정을 추진하고 있으며, 법?제도의 일관성유지를 위해 개별법을 통합시키는 추세이다. 넷째, 정책의 투명성 제고와 신뢰 구축을 위해 위험평가와 위험관리기능을 분리하였다. 신뢰구축을 위해 소비자 안전교육 및 계몽 프로그램 개발이 중요한 이슈로 등장하고 있다. 다섯째, 사전예방주의원칙이 강조되고 있다. 선진국은 위해가능성이 입증된 유해물질에 대해서는 적극적인 사전 규제조치를 취하고, 아직 과학적인 증거가 부족한 식품위험에 대해서는 과학적인 연구를 지속하는 방향으로 위험을 관리하고 있다.
ABSTRACTImplementation of the Advanced Food Safety System in KoreaIn Korea, the rapid economic growth since 1980s has dramatically enhanced the living standards and eliminated most food security concerns. Now, Koreans are more interested in the safety and health value of foods. The recent outbreaks of mad cow diseases (BSE) and the High Pathogenic Avian Influenza (HPAI) have exacerbated the jitters about food safety control. In amidst of such threats, in order to achieve maximum consumer protection, developed countries have implemented the comprehensive and integrated "farm-to-table" approach and the risk analysis system. The purpose of this study is to analyze current food safety management system, to review the developed countries' food safety systems, and to suggest efficient measures to improve food safety. In developed countries, the food safety policy is based on new regulations, which address the risks in a scientific and transparent manner. They have also established an independent body dedicated to safeguarding food safety. The emergence of BSE has awakened many countries in the world, including EU, to the importance of food safety. Presently, food safety is regarded as the most significant consumer issue, so that in many countries, consumer-related departments are handling food safety matters. By its nature, food shall be controlled across the entire stages ranging from production to consumption in a consistent manner. That is why the majority European countries are building a comprehensive food safety control system. The advancement of science and technology has brought about new hazardous materials. The ever-increasing food trade around the world has made the national borders meaningless when it comes to food safety concerns. In this context, individual countries shall strictly follow the international norms in food safety control, including the farm-to-table food safety control system, and the risk analysis. In order to cope with the changing circumstances, the Korean government should establish a new food safety paradigm. In Korea, the situation is more difficult because the history of food control is quite short compared with many other advanced countries, where the food control scheme has been developed over a century. As such, it will be beneficial for Korea to benchmark developed countries, which have already encountered and successfully overcome the same issues facing Korea, in modeling its own food safety control system. Some effective policy measures to build the advanced food safety system into the current system are suggested as follows:1) In order to eliminate inefficiency in food safety management system and to implement the better GAP, HACCP and traceability scheme, the food safety management system should be conducted in a consistent manner.2) Government could strengthen the risk assessment function by establishing an independent risk assessment body and increasing the investment of R&D for the risk assessment. It is necessary to expand establishment of MRL to check pesticides, heavy metals and antibiotics, since food import has increased.3) It is essential to develop the consumer's participation program for food safety monitoring because it is best way for consumers to trust food safety policy. It is recommended that “The Consumer Center” be established within the Ministry of Agriculture and Forestry to provide consumer services and take claims related to food safety4) Food safety management system should be converted into precautionary management system. Pre-inspection service is needed for the imported fresh products. Farmers education about appropriate chemicals and animal medicine use should be strengthened.
