농촌사회의 양극화 실태와 정책과제

Abstract

우리나라에서 양극화가 특히 문제가 되는 것은 그 속도가 매우 빠르고, 양극화의 여러 측면이 압축적으로 동시에 나타나고 있다는 점이다. 양극화의 심화는 국민적 갈등과 분열의 원인이 되어 경제성장과 사회 발전에 악영향을 미친다. 그러므로 양극화 현상을 완화 내지 해소하는 것은 시급하게 해결해야 하는 국가적 과제가 되고 있다.그러나 양극화 관련 최근 논의들은 경제활동이나 소득 중심으로만 이루어지고 있어서 양극화 문제를 좀 더 다차원적으로 파악하지 못하고 있다. 더구나 양극화 관련 선행 연구들은 전국 단위나 산업부문 또는 도농 간 비교 중심으로 이루어져서 농촌사회 내부의 양극화 실태는 제대로 파악되지 못했다.따라서 이 연구에서는 양극화를 소득뿐만 아니라 고용, 교육, 건강, 주거, 사회 참여를 중심으로 다차원적으로 접근하여 농촌사회 양극화의 실태와 관련 정책의 문제점 등을 파악하여 정책 과제를 도출하고자 하였다. 이 연구에서 적용한 주요 연구 방법은 문헌 조사, 통계자료의 분석, 농촌 주민 대상 설문조사 및 심층 면접조사, 전문가협의회 등이다.

The purpose of this study is to analyze current bi-polarization of rural society, and to suggest policy tasks to improve the bi-polarization. 서 론The major research methods include the collection and analysis of existing data, field survey, in-depth interview, and so on. The existing data were collected from related governmental organizations and research institutes. The field survey was conducted among 500 rural residents, asking them about their awareness on the bi-polarization of rural society. Descriptive statistics such as frequencies, percentage, and means and cross-classification tables were used to summarize the data of the field survey.According to this study, on the whole, the bi-polarization of rural society has deepened. The bi-polarization in income, employment, health, residence, and social participation has deepened. But, the bi-polarization in education was alleviated. Major causes of the bi-polarization were the lack of job opportunities, the difference of income and economic ability, and so on.Major policy tasks to solve the bi-polarization of rural society are as follows: 1) A multi-dimensional approach is necessary. 2) Policies should be developed by the type of rural areas. 3) Post and prior measures are necessary. 4) The social safety net for the poor weak hierarchy should be reinforced. 5) Midand long term socioeconomic measures are necessary.Researchers: Dae Shik Park, Sang Jin Ma, Jae Man ShimResearch Period: 2006. 3 - 2006. 11.E-mail Address: pds8382@krei.re.kr
