The aim of this article is to examine the important characteristics ofnational land-use planning system and to ponder upon various ways to raise thelevel of rationality not only in national land-use planning but also in ruralplanning at the very same time.For this, first, a number of problems that rural planning has been facingwill be examined, and secondly, major contents of the attempt at thereorganization of national land-use planning system and important issuesregarding the place of rural planning in this attempt will be explicated. Fromthis discussion, finally, a number of means and ways to strengthen ruralplanning and its significance will be suggested.
