농촌 대중교통 및 도로체계 개선 방안

Abstract

우리 농촌은 인구의 지속적인 감소와 농촌 주민의 자가용 보유 증가 등으로 인해 대중교통에 대한 수요가 지속적으로 감소되어 왔다. 농촌에 대중교통 서비스를 제공하는 버스운송사업자 역시 버스 이용 수요의 감소로 경영난이 가중되면서 버스 운행을 줄여가고 있는 실정이다. 결국 농촌 대중교통에 대한 수요 감소가 농촌의 버스운행 감소로 이어지고 이는 다시 농촌 대중교통에 대한 수요 감소를 초래하는 악순환이 반복되고 있다. 대중교통 운영에 물적 기반을 제공하는 도로 인프라 역시 농촌은 상대적으로 부족한 상황이다. 물론 그간 농촌의 도로 공급량이 꾸준히 증가해 왔지만 양적 측면뿐만 아니라 질적 측면에서 농촌의 도로를 바라본다면 여전히 농촌의 도로 환경은 부족한 것이 사실이다. 더욱이 농촌 도로는 안전 환경의 미비로 교통사고의 위험이 상대적으로 높다. 교통량이 상대적으로 적어 교통사고 빈도는 낮지만 교통사고 사상자 중 사망자의 비율이 도시에 비해 훨씬 높은 점이 농촌 교통사고의 중요한 특성이 되고 있다. 이러한 상황 하에 농촌 주민의 삶의 질 증진과 안전한 도로 이용 촉진을 위해 농촌 대중교통 및 도로체계의 개선 방안을 모색하는 것이 본 연구의 목적이다. 연구 목적을 달성하기 위해 농촌의 도로 공급 실태를 양적‧질적으로 분석하는 한편, 농촌의 대중교통 서비스 공급실태와 농촌 도로의 교통사고 특성을 분석하였다. 또 선진국의 농촌 대중교통 정책 동향과 모범적인 국내외 지역사례를 발굴하여 정책적 시사점을 도출하는 한편, 농촌 주민들의 도로 이용 및 대중교통 개선을 위한 정책 수요를 조사하여 향후 농촌의 대중교통 및 도로체계 개선을 위한 정책 방향과 과제를 제시하였다.

The demand for public transportation has continuously declined in rural areas owing to the decrease of rural population and the increase of rural households having their own cars. It has caused business deterioration of rural bus companies and dwindling supply of public transportation services for rural residents. The vicious circle of decline in demand and supply of rural public transportation has lasted for decades. The supply of rural roads has grown quantitatively, while their quality has remained relatively low compared to urban ones, especially from the perspective of road safety. The frequency of traffic accidents in rural areas is relatively low, but the ratio of deaths is very high. The lack of proper management and safety facilities for rural roads puts rural residents in danger when they are on the road. Considering such situations of rural roads and public transportation, this study tries to draw up some improvement measures for rural public transportation and road system. To achieve this purpose, we analyze the actual conditions of rural roads and public transportation, traffic accidents in rural areas, policy demand of rural residents in regard to roads and public transportation, and so forth. We suggest some policy tasks for improvement of public transportation and road system in rural areas. First, 1.5 lane road should be introduced for rural road management. Second, proper safety facilities, such as road guard rails and agricultural machines only lanes, should be installed for drivers. Third, the concept of "Link & Place" should be applied to road building and management. Fourth, safe walk environment should be set up for pedestrians. Fifth, various modes of public transportation proper to the situations of rural areas should be explored and exploited. Sixth, integrated local public transportation systems should be constructed for rural areas.
