본 연구의 목적은 국가식품클러스터가 식품기업은 물론 지역단위클러스터 및 국내농업과의 연계성을 강화할 수 있는 방안을 제시하는 것이다. 이를 위해 국가식품클러스터 식품기업에 국내 농산물 원료를 적시·적량 공급할 수 있는 방안, 고부가가치 원료농산물의 전략적 발굴·산업화 방안, 국가식품클러스터와 지역단위클러스터·식품기업간 효율적 연계방안, 해외의 농업과 식품클러스터 연계사례 및 시사점으로 구분하여 연구를 수행하였다.
This study is to suggest the method to strengthen the connectivity between the food industry and agriculture through efficient mutual connection of agriculture and the Korea National Food Cluster including regional clusters. The study mainly focuses on ① measures to supply the domestic agricultural raw materials to the food companies at right time with right quantity, ② strategic excavation and industrialization plan for high value-added agricultural raw materials, ③ efficient connection plan of Korea National Food Cluster and regional food clusters, and ④ foreign cases and implications on connection between agriculture and food clusters.
In order to activate the Korea National Food Cluster, the connection between domestic agriculture, regional clusters and tenant companies should be reinforced. To strengthen the connection between the Korea National Food Cluster and domestic agriculture, first, the foundation that can supply the high-quality agricultural products stably to the Korea National Food Cluster needs to be established. To achieve this, the cooperative shipping association (co-shipping and co-calculation) of local agricultural cooperatives which have higher preference to the food companies should be used actively and the plan to utilize the agricultural cooperative logistic center building near Iksan area as a base of supply for agricultural products should be reviewed positively. Second, in order to supply agricultural products stably through nearby reclaimed land, the prerequisites are to reduce the soil salinity, improve the soil structure and increase the organic content. Also, in order to stay competitive for large-scale agricultural management companies, it is necessary to establish the basis for mechanization and scaling and to set up the long-term lease period to allow them to engage in agriculture stably for a certain period of time.
The key success factors of successful stories on product development and sales using domestic agricultural products include high-quality and stable raw material supply structure, differentiated processing and distribution system, R&D of high value-added product and active network establishment, cluster creation and flexible business operation structure. Therefore, to discover the high value agricultural raw materials from the Korea National Food Cluster and to industrialize them successfully, the support system that can combine these success factors organically must be established.
The Korea National Food Cluster is to create the food clusters that have research and development hardware facilities and support programs led by the government and to attract and activate the tenant companies, differing from regional cluster that occurs and grows spontaneously in the local level. The operation of the Korea National Food Cluster needs to be activated by increasing the utilization of research and development hardware facilities and support programs and increasing the possible participation of food companies and regional clusters which are the primary users of them.
The support programs of the Korea National Food Cluster are likely to vary depending on the types of companies such as production scale of food industry and product list. So the support center of the Korea National Food Cluster should establish the Korea National Food Cluster facilities and operate the support programs flexibly by understanding changes in demand of companies related to R&D hardware facilities, commercialization facilities, industry-academic networking program and export.
To enhance and activate the connection between the Korea National Food Cluster, regional cluster business units and food companies, the investing expenses and resulting performance can be shared from R&D and commercialization to the marketing level. The success stories of product development and sales should be spread to other regional clusters and food industries by making it as a manual. ‘Strict and uptight export professional logistic center’ should be operated to achieve the ‘export base and processing trade port’ of the Korea National Food Cluster successfully.
In policy, the support for the Korea National Food Cluster R&D, product development and successful marketing activities should be set as the most important function. Because the potential commercialization of technology development and market demand should be considered in the supporting policy for technology development, the long-term and gradual support and performance needs to be induced, and laws and policies for management improvement including product development and marketing of tenant companies should be improved. The most important thing to consider in the process of supporting policy of the Korea National Food Cluster is to attract and establish the food companies actively and to enhance the self-sustainable ability of business operation by creating an environment that can generate more benefits and synergies indirectly to companies participating in the Korea National Food Cluster rather than having direct support or incentives to food companies.
