UN 글로벌 전략에 대한 국내 농식품 통계대응 평가

Abstract

농식품 통계규모는 지속적으로 축소되어 왔으며, 통계조사기반이 매우 취약한 상황이다. 1998년 통계청으로 통계업무 이관 이후 농식품 통계는 축소되고 있으며, 현행 농식품 통계조사의 대표성과 정확성에 의문이 제기되고 있다. 또한 농업의 구조 변동과 소비자의 식품소비행태 변화를 반영하지 못하고 신규 정책의 통계수요에도 적절하게 대응하지 못하여 조사항목이 부적절하거나 체계적인 관리가 미흡한 문제점 등이 대두되고 있다. 이 연구는 UN 글로벌 전략에서 제시한 핵심변수를 기준으로 현행 농식품 통계기반을 평가하고 기초통계의 확충방향을 제시하고자 하였다. UN 글로벌 전략은 개발도상국의 농업･농촌 통계 품질저하와 양적인 감소 문제를 해결하고, 식량가격과 바이오연료 사용, 환경 및 기후변화 문제 등 새로운 통계 수요에 대응하기 위한 방편으로 UNFAO가 제시한 ‘농업･농촌 통계 발전을 위한 글로벌 전략’을 의미하며, 주로 개발도상국의 통계 부족 문제에 초점을 맞추고 있지만, 개발도상국뿐만 아니라 세계 각국 정부가 공통으로 활용할 수 있는 농식품 통계의 기본적 틀을 제시해 준다는 점에서 의의가 있다.UN 글로벌 전략을 기초로 농업/축산/환경/유통소비/농촌 분야를 포괄하여 승인 및 미승인통계를 포함한 전체 통계 현황에 대해 구체적으로 검토하고, 관련 정책을 추진하기 위해 필요한 통계로서 가장 기본적이고 중요한 통계항목을 핵심 통계항목으로 선정하였으며, 이를 바탕으로 추가조사가 필요한 농식품 통계에 대해 우선순위를 제시하였다.농업･농촌･소비자･식품산업의 변화에 대응하여 과학적 농정추진체계를 정립하고 신규 정책을 효과적･효율적으로 추진하기 위해서는 관련 통계가 충분히 뒷받침되어야 하며, 향후 UN 글로벌 전략을 기준으로 검출한 핵심통계와 우선순위를 기초로 농식품 통계 이용자의 활용도와 새로운 통계 수요를 정기적으로 조사하고, 이를 바탕으로 협의체를 구성하여 검토위원회를 거쳐 지속적으로 통계를 정비해 나아가야 할 것이다.

Since not only the amount of agricultural statistics but its representativeness and accuracy are falling steadily in Korea, statistical data are inadequate to deal with actual problems concerning the structural change, consumer's behavior, policy decision, and so on. Recently, the UN & FAO provided a framework for national and international statistical systems that enable them to produce and to apply the core data and information needed to guide decision making. The purpose of this study is to evaluate agricultural statistics depending on global strategy to improve agricultural and rural statistics by the UN & FAO. The specific objectives of this study are to: 1) select core agricultural statistical data in Korea and 2) set order of priority for improving supplementation. This study examines all of statistical data on Korean agriculture including authorized and unauthorized statistical data and classified sectors into agriculture, livestock, environment, distribution/consumption and rural community.
