포용성장과 지속가능성을 위한 식품정책 대응과제(3/3차년도)

Abstract

전 세계적으로 전 분야에서 계층간 격차가 심해짐에 따라 한 국가의 경제적 성과를 평가할 때 포용성장수준을 선진국의 새로운 경제성과 지표로 활용하고 있다. 코로나19 발생 이후 더욱 악화된 취약 계층의 식품 보장(food security) 수준, 영양 결핍, 빈곤심화가 확산하고 있는 양상은 농식품 소비정책에도 포용성장 개념을 검토하고 적용할 필요성이 있음을 보여준다. 포용적 농식품 소비정책은 향후 코로나19와 같은 외부적 충격에 면밀하게 대응하고 식품과 영양 보장성을 향상시켜 소득을 창출하며, 더 나아가 포용적 경제성장을 촉진하는 기회를 제공한다. 따라서 우리 국민의 식생활 또는 식품소비 분야에서 식품 및 영양 보장성의 격차를 포용성장의 관점에서 검토함으로써 사회 전체의 포용성 강화에 기여할 수 있도록 대응과제를 도출할 필요가 있다. 소비자의 식생활을 파악하는 것은 지속가능한 푸드시스템(food system)을 구축하는데 필수항목이고 식품접근성(food accessibility), 안전과 영양, 다양성을 모두 갖춘 식생활은 개인의 건강을 증진시켜 노동력 증대, 의료비용 절감 등의 효과를 일으키며, 사회 전분야에 영향을 미쳐 식품 전후방 산업의 지속가능한 개발을 가능하게 하기 때문이다.본 연구는 ‘포용성장과 지속가능성을 위한 식품정책’의 미래 지향적 대응 과제를 도출하기 위해 총 3년에 걸쳐 추진한 마지막 연구이다. 포용성장과 지속가능성의 관점에서 1년 차(2020년)에는 식품제조업을, 2년 차(2021년)에는 외식산업을 검토하였다. 연구의 마지막 해인 3년 차(2022년)에는 식품소비 및 식생활과 관련된 식품정책을 전반적으로 검토·평가하여, 우리 사회 전반의 포용성과 지속가능성을 개선하는 방향으로의 미래지향적 과제를 도출하고자 하였다.본 연구를 수행하기 위해서 문헌연구를 비롯하여 법과 제도를 검토하고 다양한 통계 원자료를 활용하여 식생활 및 식품소비 현황을 분석하였다. 아울러 국가승인통계에서 확인할 수 없는 실태 파악 및 정책 추진 방향 관련 의견을 수렴하기 위해 소비자를 대상으로 한 별도 조사를 실시하였다. 특히, 농식품 ‘소비정책’을 다루기 때문에 1) 농식품 주구입자, 2) 취약계층, 3) 초등학생 부모(양육자) 등을 대상으로 설문조사를 실시하였다. 농식품 소비정책을 추진하는데 문제점을 파악하고 당면과제를 도출하기 위해 전문가와 정책 담당자들을 대상으로 자문회의를 개최하였다. 아울러 정책대안을 도출하기 위해 주요국의 정책 사례를 참고하고 대안의 유효성을 검증하기 위해서 GIS 분석, 비용-편익 분석, 회귀 분석, 이중차분모형 분석 등 각종 계량 경제 모형분석을 진행하였다.

Background and Purpose of Research○ The concepts of “inclusive growth (or improvement in inclusiveness in a broad sense)” and “sustainability” draw public attention as important values in our society. As a result, many studies are conducted to pursue these values in the international community, and various policies are under development. ○ Each policy has its own background and goals. When designing, introducing, and implementing policies, △the need for raising issues and policy intervention, △the most effective means of policy, and △the anticipated effects and side effects will be considered carefully. Above all, it will be necessary to examine whether the raised issue should be addressed through policy intervention and, if so, what kind of policy would be most effective to deal with the issue. However, it will be difficult to give top priority to “inclusive” “values” like sustainability and inclusive growth as the objective functions in the individual policy. They are often regarded as secondary goals or something unachievable. In this respect, unlike conventional studies stemming from a certain domain or a specific critical mindset, it is necessary to focus on “values” that are worth pursuing from a future-oriented perspective and conduct inclusive studies designed to explore domains and ways to realize such values. ○ This study seeks to improve inclusiveness and sustainability throughout society through the tool of food policy. Since food policy covers an extensive range from food production to the diet of the entire population, it is a critical tool and channel for improving inclusiveness and sustainability across society. In 2022 as the final year of the three-year study, the study sought to review and evaluate the overall food policies related to food consumption and diet/nutrition and offer alternatives so as to improve inclusiveness and sustainability throughout society and deduce future-oriented tasks. ○ We expect the future-oriented tasks deduced from the three-year study to be useful for the “Third Master Plan for the Promotion of the Food Service Industry (2022-26)” and the “Fourth Master Plan for the Promotion of the Food Industry (2023-27).” In addition, the study seeks to help design and execute the ongoing food support program for the vulnerable in various forms. Finally, we hope to contribute to the establishment and implementation of the “plan for transition to a sustainable food system” required by the UN Food System Summit held in 2021.
